On Approval of the Programme of Activities of the Government of the Republic of Belarus for the Years 2011-2015

 

In accordance with Article 106 of the Constitution of the Republic of Belarus the Council of Ministers of the Republic of Belarus hereby RESOLVES:

 

1. To approve the attached Programme of Activities of the Government of the Republic of Belarus for the years 2011-2015 (hereinafter referred to as the Programme).

 

2. Republican bodies of state administration and other state organizations subordinated to the Government of the Republic of Belarus, the regional executive committees, the Minsk City Executive Committee shall:

 

ensure the implementation of the Programme;

 

annually by January 15 following the reporting year submit to the Ministry of Economy information on the status of implementation of the programme and, if necessary, put forward proposals for its refinement.

 

3. The Ministry of Economy shall annually by January 25 following the reporting year submit to the Council of Ministers of the Republic of Belarus the information on the status of implementation of the programme and, if necessary, put forward proposals for its refinement.

 

4. Supervision over the implementation of this resolution shall be assigned to deputies of the Prime Minister of the Republic of Belarus according to supervised directions of activities.

 

5. This resolution shall take effect as from the date of its adoption.

CHAPTER 1

INTRODUCTION

 

 

The Fourth All-Belarusian People's Assembly approved the main provisions of the Programme of social and economic development of Belarus for the years 2011-2015, which identifies strategic goals, objectives and priorities, the main directions and anticipated results for the social and economic development for the current five-year period. The main objective is growth of the welfare and improvement of living conditions by improving the social and economic relations, innovative development and competitiveness of the national economy.

 

Implementation of the Programme of social and economic development of Belarus for the years 2011-2015 is the main purpose of new members of the Council of Ministers of the Republic of Belarus. The main activities of the Government of the Republic of Belarus, reflected in this Plan, are to be submitted to the National Assembly of the Republic of Belarus in accordance with the Constitution of the Republic of Belarus.

 

 

CHAPTER 2

SOCIAL AND ECONOMIC SITUATION IN THE REPUBLIC OF BELARUS

 

 

Despite the global financial crisis and a sharp rise in prices for imported energy resources, the Programme of social and economic development of Belarus for 2006-2010, approved by Decree of the President of the Republic of Belarus No. 384 dated June 12, 2006 (National Register of Legal Acts of the Republic Belarus, 2006, No. 92, 1 / 7667), basically completed.

 

Average annual GDP growth rate in 2006-2010 amounted to 107.3 percent. According to this indicator, the country came close to the top ten fastest growing countries in the world.

 

National economic growth is directed at achieving the main goal of social and economic development of Belarus that is further increasing the level and quality of life. The tasks of the Programme on the growth of real incomes and wages, which in December 2010 reached 527 U.S. dollars in equivalent, were completed.

 

The implementation of social policy has improved the living conditions of citizens - to improve the quality and affordability of housing, education, health, level of trade and consumer services, improve the production and the natural environment and cultural values.

 

At the same time, despite the high average annual economic growth in the years 2001-2010 in terms of GDP per capita, wages, material and energy intensity of production, productivity and competitiveness of goods and services of Belarus is significantly lagging behind the European Union.

 

Social and economic development is constrained by the presence of the following key issues:

 

structure of the deformation of the economy, the predominance of material-and energy-intensive manufactures, underdevelopment of services and high-tech sector and, consequently, the high dependence of economic growth from processing of imported fuel and raw materials;

 

Lack of efficiency of national innovation system, including legislation, infrastructure, technology transfer from science to production, financing systems of innovation, industry (firm) science, the critical level of research intensity of GDP;

 

low investment efficiency and insufficient involvement in the economy of foreign direct investment on a net basis due to the unfavorable investment climate;

 

underdeveloped market institutions and economic instruments of government regulation, inadequate development of small business, forms of self-organization and self-regulation of business and society, maintaining a high level risks of doing business;

 

more than double the backlog of the Republic of Belarus from the European average in productivity;

 

insufficient development of mechanisms to motivate employees to high-performance work, including incentives for management to take strategic decisions on improving the competitiveness of enterprises;

 

imbalance in foreign trade transactions, critical parameters exceed the economic security of foreign trade deficit, low diversification of exports and imports, the growth of the gross external debt.

 

 

CHAPTER 3

GOALS AND OBJECTIVES OF THE GOVERNMENT OF THE REPUBLIC OF BELARUS FOR YEARS 2011-2015

 

 

The main objective of the Government of the Republic of Belarus in the current Five-Year Plan is implementation of the Programme of social and economic development of Belarus for years 2011-2015, including the creation of innovative industries, businesses and industries in Belarus that produce export-oriented, high-tech products, the formation of a new image of the Belarusian economy. Belarus should become one of the 50 countries with the highest human development index and the 30 countries with the best conditions for doing business, to reach the level and quality of life commensurate with the EU average.

 

The major objectives of the Government of the Republic of Belarus for the years 2011-2015 are:

 

sustained economic growth, achieving growth rates of gross domestic product (hereinafter - GDP) at 162-168 percent over five years, which will increase its volume per capita at purchasing power parity to 28,6-29,8 thousand dollars in 2015;

 

reducing energy intensity of GDP in 2015 to not less than 29 percent by 2010;

 

increase in exports of goods by 2,2 times and service - 3 times, improved balance of foreign trade to 0,5-0,6 per cent of GDP in 2015;

 

increase in productivity in 1,62-1,67 times, which will provide the level per person employed in purchasing power parity 58-60 thousand U.S. dollars in 2015;

 

Increasing investment in fixed assets in 1,9-1,97 times, including by attracting foreign direct investment on a net basis in the amount not less than 7-7,5 billion U.S. dollars in 2015;

 

increase the share of innovative products in the total volume of industrial production from 11 percent in 2010 to 20-21 percent in 2015, the volume of its exports - from 3 to 13 billion U.S. dollars;

 

increase in real disposable monetary incomes 1,7-1,76 times.

 

Addressing energy security and balance of foreign trade as the most important tasks that ensure the independence of the country, its gradual development, improving the welfare of the citizens.

 

To meet these challenges, the work of the Government of the Republic of Belarus will focus on the following key areas:

 

structural reform of the economy based on productivity growth and innovation activities of business entities, to encourage investment, including FDI, in high-tech and competitive economy, the production on local resources, services, development of transit potential;

 

maintaining long-term macroeconomic stability at the expense of hard budget constraints on the activities of business entities and their compliance with the payment discipline, increasing the money supply, subject to the target parameters of the inflation rate and a given exchange rate band;

 

implementing a new strategy of technological development of the Belarusian economy, development of effective national innovation system, including the creation of a modern regulatory framework, enshrining the most favorable conditions for innovation, development of scientific and technological products and infrastructure for the advanced to meet the growing information needs of citizens, businesses and State;

 

creation of favorable business conditions for economic entities of all forms of ownership and further development of fair competition between them, overcoming the monopoly in economic relations, promotion of entrepreneurship;

 

improve management of public property, improve the forms and methods of state regulation of economic relations, control and surveillance activities, creation of public-private partnership;

 

creation of large integrated production structures (holding companies, clusters, and financial-industrial groups) that can provide stability and sustainable development of national economy, highly competitive in foreign markets, import-reduction, materials consumption, cost and quality of products;

 

integration of economies into the global economy, the establishment of mutually beneficial cooperation between organizations with transnational corporations, including their occurrence in these corporations, attracting foreign direct investment;

 

creating the conditions for human development based on growth of real incomes of the population, improve the functioning of health systems, education, culture, development of targeted social safety nets.

 

The main priorities in the activities of members of the Government of the Republic of Belarus are:

 

initiative and personal responsibility in public policies, the solution of problematic issues, usually without the creation of interagency committees and working groups;

 

management of economic activities, including organization of public and private forms of ownership, creating conditions for effective development of the supervised sector as a whole;

 

availability, elimination of red tape and bureaucracy, for a person to protect his interests and solving pressing problems.

 

Work on the implementation of this Programme are coordinating ministers, chairmen of state committees, heads of other state organizations subordinated to the Government of the Republic of Belarus, which are defined in the relevant sections and are personally responsible for the implementation of mechanisms to achieve their goals and objectives, timely and quality preparation and submission to the Council of Ministers of the Republic of Belarus of the draft laws of the Republic of Belarus, the legal acts of the President of the Republic of Belarus and the Council of Ministers.

 

Coordination of work on rule making by the republican bodies of state administration, regional and Minsk city executive committee and the interaction with the Prosecutor's Office of the Republic of Belarus and the courts in implementing this programme provides the Minister of Justice.

 

The Minister of Information is responsible for coordination of information support, implementation of this Programme, interaction with the media and creation of a positive image of the Republic of Belarus.

 

Coordination of national security, human rights and freedoms of citizens, protect property and public order, crime control, prevention and liquidation of emergency situations of natural and man made, of defense, protecting the independence and territorial integrity of the Republic of Belarus within its competence, the Minister of Internal Affairs, Minister of Defense, Minister for Emergency Situations, the President of the State Security Committee and Chairman of the State Border Committee.

 

On key systemic issues of social and economic development coordination is carried out by the Prime Minister of the Republic of Belarus and his deputies.

 

 

CHAPTER 4

KEY DIRECTIONS OF ACTIVITIES OF THE GOVERNMENT OF THE REPUBLIC OF BELARUS IN THE FIELD OF IMPLEMENTATION OF THE PRIORITY OF THE PROGRAMME OF SOCIAL AND ECONOMIC DEVELOPMENT IN THE YEARS 2011-2015

 

 

Formation of a favorable institutional environment for business development

 

 

Improving the efficiency of the system of managing social and economic development

 

 

Goal - improving the efficiency of government operations, providing innovative development and competitiveness of the national economy.

 

Objectives:

 

transition from a predominantly administrative system of economic management to a system based on market mechanisms of indirect regulation and cost efficiency;

 

higher priority tasks of strategic planning and forecasting to address current problems of public administration;

 

delineation of the roles of state and economic management, the exclusion of non-core and overlapping functions, limiting state intervention in economic activities of economic entities;

 

empowerment and increased accountability of governments for the development of supervised economic activities, and local governments and government - for the results of development of the region as a whole;

 

ensuring transparency and openness of public authorities, especially in the regulatory business environment.

 

Mechanisms for implementation:

 

Development of the Law providing for the improvement of state planning and forecasting, the use of indicators of economic performance as indicative;

 

drastic reduction in the number of public programmes and concepts, taken at the level of the President of the Republic of Belarus and the Government of the Republic of Belarus, the transfer of responsibility for the development of specific areas of activity relevant public authorities;

 

improving the structure of government with software to optimize their number and their functions;

 

creation of sectoral (intersectoral) and regional integrated structures (holding companies, state associations, and others), the transfer of the functions of economic management by government agencies;

 

effective promotion management companies for the implementation of quality indicators (return on sales, labor productivity, reduced energy, materials output), as well as heads of state governmental bodies, local executive and administrative bodies, other government agencies to attract foreign direct investment on a net basis, effective use of public property;

 

enhancing the role of nonprofit organizations in managing the economy, the development of legislative basis for the legal and institutional conditions for their functioning, including the institution of self-regulatory organizations in certain sectors of the economy;

 

professional development of senior and middle level civil servants through training, including in leading international economic schools;

 

the practice of experienced managers from abroad and training of young local managers and graduates abroad.

 

Coordination of the implementation of this section provides the Minister of Economy.

 

 

 

Implementing of measures to improve the positions of the Republic of Belarus in the leading international ratings

 

 

Goal - becoming one of the advanced countries in the world's leading ratings, which characterizes the competitiveness, business environment, the level of innovative development, good governance of the country to improve the international image of Belarus and the growth of confidence among domestic and foreign investors in economic policy.

 

Objectives:

 

entry in the top 30 best countries for business conditions in the World Bank and Global Competitiveness in the World Economic Forum;

 

occurrence of the 50 countries with the highest human development index in the Human Development Report, UN Development Programme, to strengthen the country's position in this ranking;

 

achieve at least 70 places in the ranking of economic freedom, social research center of the U.S. Heritage Foundation and The Wall Street Journal;

 

transition of the Republic of Belarus in the higher group classification of country credit risk of the Organization for Economic Cooperation and Development and the sovereign credit ratings from international rating agencies.

 

Achieving the goals envisaged in the joint with the National Bank of activities guaranteed to provide the accelerated rise in the position of the Republic of Belarus in these rankings, including:

 

reduction in the duration of the registration of ownership from 15 to 5 days, the number of tax payments from 82 to 24 and the duration of the calculation of taxes from 798 to 250 hours of required procedures for obtaining construction permits from 16 to 8;

 

simplification of administrative procedures associated with the connection of businesses to the power grid, reducing the duration and reduce their total cost per capita to the level of the leading countries in accordance with the report of the IFC «Getting electricity»;

 

reduction in the number of documents required for export, from 8 to 4, import - from 8 to 5, the time required for export, from 15 to 8 days of import - from 20 to 9 days.

Support for entrepreneurship and the formation of public-private partnership

 

 

Goal - increasing the share of SME in GDP to 30 percent and providing employment in that sector of at least 1.8 million people by the end of 2015.

 

Objectives:

 

adjustment of legislation to eliminate administrative barriers to doing business;

 

ensuring non-discriminatory access of small and medium enterprises to credit and financial, logistical and land resources;

 

ensuring the proportionality of penalties imposed for violations in business, the extent of harm caused;

 

formation of public-private partnerships, the adoption of measures for their legislative and institutional support and development.

 

To achieve this goal in the first quarter of 2011 a package of draft regulations will be prepared to implement the directives of the President of the Republic of Belarus dated December 31, 2010 No. 4 "On the development of entrepreneurship and stimulating business activity in Belarus" (National Register of Legal Acts of the Republic Belarus, 2011, No. 3, 1 / 12259), and also provides:

 

strengthening safeguards for the protection of property rights (abolition of norms, avoid unnecessary interference by government authorities in respect of property, a ban on the implementation of the confiscation of property, and other actions aimed at depriving (the termination, limitation) ownership rights in the absence of an enforceable court decision, strengthening safeguards irreversibility of the privatization of state property);

 

creating conditions for enhancing innovation activity of economic entities, including through the creation of objects of innovation infrastructure (industrial parks, Technopolis, industrial parks, hi-tech parks);

 

simplification of the change in destination of use of land and real estate (transfer of land one appointment to another, redevelopment of industrial and other premises, reducing the timing of the review of documents for transfer of premises in non-residential);

 

optimization of the lease, including the reduction of rents for economic entities, especially in the leasing unused property and facilities leased by small and medium-sized businesses for the production of goods (works, services);

 

simplification of procedures for the transfer (including shortening) to small and medium-sized businesses of unused property in state ownership;

 

Preparation of the Law, enshrining the principles and mechanisms of public-private partnership;

 

implementation of measures envisaged by the Act dated July 1, 2010 "On Support of Small and Medium Enterprises (National Register of Legal Acts of the Republic of Belarus, 2010, No. 170, 2 / 1703), including the participation of small and medium enterprises in public procurement goods (works, services);

 

promote the development of subjects of small business support infrastructure in order to transform them into centers of comprehensive services needed by small and medium business (financial support, consulting services, access to material resources, participation in public procurement of goods and services, help in solving issues of cooperation with authorities and others);

 

simplifying procedures and shortening the elimination of business entities;

 

strengthening preventive functions of penalties imposed on the subjects of entrepreneurial activity, based on the adjustment of the legislation on administrative violations;

 

improvement of mechanisms to ensure free access to justice, the imposition of lawful and reasonable regulations through optimization of the legal institution of the state fee, the economic process, the number of judges and staff of courts considering economic cases, establishing a system of arbitration courts;

 

introduction to the general courts of appeal as an effective legal mechanism for review of criminal cases dealt with by the court of first instance, improving the notarial activities, including the empowerment of notaries to resolve the undisputed claims of citizens and legal persons.

 

Coordination of the implementation of this section provides the Minister of Economy.

 

 

 Reforming property relations

 

 

Goal - the creation of effective public and private sectors of the economy, reductions in government subsidies to business entities, the increased inflow of foreign direct investment.

 

Objectives:

 

accelerated development of private businesses in those sectors in which its efficiency is higher than the existing state-owned enterprises;

 

formation of transparent privatization focused on the modernization of production and investment, improvement of methodologies for assessing property, safeguarding bona fide purchasers of state property preservation of property rights;

 

support in 2011-2012, full involvement in commercialization of state property and its effective use of business entities.

 

Mechanisms for implementation:

 

optimization of the structure of state ownership on the basis of the social and economic development in general, economic sectors and regions, including through the sale of shares of joint stock companies, state involvement in the management of which is not required;

 

definition of an exhaustive list of companies remaining in state ownership (republican and municipal), as well as to be converted into joint stock companies and privatization;

 

active involvement in the privatization of domestic and foreign investors in order to attract new and high technologies, new markets, using modern management and marketing;

 

granting the right of owners of privatized enterprises to change the sectoral orientation and number of employees, to implement outside the industrial complex objects and land;

 

training and certification of state representatives in management bodies of business entities in accordance with the law on the organization of possessory supervision;

 

development of asset management enterprise's assets, concessions as a form of public-private partnerships, development and adoption of relevant laws and regulations;

 

an integrated regulation of decommissioning, disposal and disposal of state assets by reducing the amount involved in these processes of state bodies, along with increased accountability of those, to whose immediate jurisdiction include these issues, and systematization of the legislation on public property;

 

greater accountability of officials for the presence of economic entities of unused or inefficiently used state-owned facilities;

 

preparing proposals to amend legislation on disposal of state assets (including its cancellation), to create clear lines of managerial decision-making in respect of the property, including:

 

Decree of the President of the Republic of Belarus No. 575 dated September 14, 2006 "On the order of disposal of state assets" (National Register of Legal Acts of the Republic of Belarus, 2006, No. 150, 1 / 7932) in terms of facilitation of decision-making on the disposition of assets of state ownership by transferring some authority exercised by the President and Government of the Republic of Belarus, republican government authorities, local executive and administrative bodies, empowering the Council of Ministers of the Republic of Belarus on the establishment of order cancellation property republic property, regional and Minsk city Council of Deputies - the establishment of order cancellation of the patrimony of administrative and territorial units;

 

Decree of the President of the Republic of Belarus No. 622 dated October 20, 2006 "On issues of revaluation of fixed assets, not completed construction of facilities and uninstalled equipment" (National Register of Legal Acts of the Republic of Belarus, 2006, No. 171, 1 / 8013), which allows government organizations implement due to revaluation reserve for losses resulting from write-off of fixed assets not yet completed construction of facilities and uninstalled equipment;

 

Preparation of a draft of the Decree of the President of the Republic of Belarus, the complex regulatory issues, plant and equipment write-offs.

 

Coordination of the implementation of this section is carried out by the Chairman of the State Property Committee.

 

 

 

Preventing bankruptcy, reorganization and improvement of enterprises

 

 

Provides:

 

improving the quality of crisis management, including the adoption of preventive measures to prevent the insolvency of the organizations, improving payment discipline;

 

raising claims of creditors in the proceedings of economic insolvency (bankruptcy);

 

accessibility and transparency of information on the procedures of economic insolvency (bankruptcy);

 

preparation of a new edition of the Law of the Republic of Belarus dated July 18, 2000 "On economic insolvency (bankruptcy)" (National Register of Legal Acts of the Republic of Belarus, 2000, No. 73, 2 / 198), which provides more efficient procedures of economic insolvency (bankruptcy) reduction in terms of their conduct, the priority of claims of secured creditors, the transition from the principle of insolvency as a condition of applying these procedures to the principle of unpaid (inability to enforce compliance);

 

creation of the Single State Register of information about bankruptcy;

 

adoption of normative legal act that improve the criteria for analyzing and monitoring the financial status of organizations that identify a threat of bankruptcy at an earlier stage;

 

analyzing the solvency of public institutions and organizations in the proportion of state ownership in the share capital, the adoption of its decisions on the basis of pre-trial rehabilitation, reorganization, liquidation and initiate procedures for the economic insolvency (bankruptcy) organizations, which becomes insolvent and is sustainable;

 

establishing personal responsibility committee chairpersons for the Prevention of economic insolvency (bankruptcy) for not taking measures for financial rehabilitation, renovation or termination of the organizations, which effectively pre-rehabilitation;

 

adoption of normative legal act regulating the complex qualification requirements for candidacy and issues of managing access to the market crisis management, the introduction of rating of the Governing using the capabilities of public scrutiny, including by professional associations;

 

attracting foreign managers to restructure and business development, access to the market for the services of foreign companies in the field of crisis management, establishment of clear responsibility for the outcome of crisis manager;

 

preparing legislation to establish a mechanism for guaranteeing the unconditional payment of wages and compensation for damage to life and health in the event of insolvency of the employer;

 

promote the development of a specialized court in bankruptcy.

 

The Minister of Economy shall coordinate the implementation of this subsection.

 

 

 

Development of competition and effective competition policy

 

 

Goal - the development of fair competition, economic entities of all forms of ownership, opposition to the imperfections and market failures, including the formation of monopolistic structures, effective regulation of natural monopolies.

 

Objectives:

 

elimination of barriers to entry and doing business in the commodity markets, non-discriminatory access to the infrastructure of business entities;

 

improving the regulation of entities with dominant position in markets of natural monopolies in order to strengthen incentives to reduce costs and improve the quality of their products (services);

 

developing public-private partnership in infrastructure sectors and spheres of natural monopolies.

 

Mechanisms for implementation:

 

establishment of effective national competition authority;

 

harmonization in 2012-2013 by the Act dated May 10, 1999 "On Pricing" (National Register of Legal Acts of the Republic of Belarus, 1999, No. 37, 2 / 30) dated December 10, 1992 on Counteracting Monopolistic Activities and Promotion Competition (Bulletin of the Supreme Council of the Republic of Belarus, 1992, No. 36, Art. 569), dated December 16, 2002 "On natural monopolies" (National Register of Legal Acts of the Republic of Belarus, 2003, No. 1, 2 / 911) under the ratified agreements on common principles and rules of regulation of natural monopolies on common principles and rules of competition in order to create the Common Economic Space;

 

suppression of facts prohibitions and restrictions on the movement of goods in the Republic of Belarus, other restrictions on the rights of legal persons and individual entrepreneurs in the sale, purchase goods for inter-regional shipments based on the Law of the Republic of Belarus "On counteraction to monopolistic activity and competition development";

 

development framework, including revision of the Law "On natural monopolies" to ensure equal and transparent access of economic entities to the infrastructure of natural monopolies;

 

reducing monopoly infrastructure by separating the natural monopoly and potentially competitive sectors, which would create incentives to reduce costs and improve the quality of the delivered goods and services;

 

Amendments to the Code on administrative penalties for violations of antitrust laws.

 

Coordination of the implementation of this section provides the Minister of Economy.

 

 

 

Budget, fiscal and tax policy

 

 

Goal - promoting quality economic growth, creating a competitive tax system with the unconditional preservation of the social spending commitments of the budget, the maintenance of its deficit and public debt of the country in an economically safe level.

 

Objectives:

 

reducing the tax burden to 26 percent of GDP in 2015, increasing the efficiency of budgetary expenditures;

 

increase in the near future rankings of national tax systems in the World Bank study "Doing Business" to no less than 70 seats;

 

optimize the structure of budgetary expenditures with a focus on achieving concrete results, the concentration of budget funds for priority areas of social and economic development, tax incentives for innovation;

 

decrease in consolidated budget deficit to 2.6 percent in 2010 to 1,5 percent of GDP in 2015;

 

creating an effective system of public debt management.

 

Mechanisms for implementation:

 

reducing the tax burden, including reduced by 2-4 percentage points of income tax rates and to consider reducing the VAT rate, taking into account the outcome of the economy, the introduction of the mechanism of transport losses in future profits, reducing the amount of tax benefits and (or) increase their targeting to achieve a specific result, the transition to the formation of innovation funds through deductions from the profits of subordinate state institutions and expanding the scope of the simplified taxation system;

 

improving the structure and mechanisms for collecting taxes and charges on the practice of economically developed and rapidly developing countries, including improving the provision of tax deductions for VAT, the increase in time to document the export of goods from the Republic of Belarus from 60 to 180 days for purposes of the application rate of 0 (zero) percent of the VAT adjustment payments for land and property tax to the level of development of land and property market, the introduction of waste in the world practice of charging mechanisms for environmental tax;

 

reducing the time spent on calculation and payment of taxes, registration required for this credential documents, cancellation of ineffective tax procedures, reducing the time and documents necessary for their implementation, implementation of an automated information system "Calculation of taxes, the maximum involvement of payers to a system of electronic declaration by reducing its cost and expanding the list of services provided;

 

approximation of national legislation in the field of accounting and financial reporting with international standards, reducing the number of mandatory forms for use in primary records and filled in their details, the formation of public interest of financial statements under international financial reporting standards since 2012;

 

Preparation of a legislative act amending and supplementing the Law of the Republic of Belarus dated November 8, 1994 "On audit activity" (The Bulletin of the Supreme Council of the Republic of Belarus, 1994, No. 35, Art. 573), changing the criteria by which organizations are subject to mandatory Audit Committee, in order to reduce the number of such organizations, expanding the list of audit-related services;

 

Amendments to the Budget Code of the Republic of Belarus in the part of the refinement rules mid-term financial planning, including standards to implement in the practice of programme-target method of budget planning;

 

holding in the first half of 2011 revision of state programmes in order to reduce their funding;

 

development of medium-term fiscal programmes in forming the budgets of all levels of budget system (including the budgets of state extra-budgetary funds);

 

the creation of the Development Bank to improve the mechanism for funding public programmes and provide structural reforms in the economy;

 

development of the financial independence of the regions at all levels by changing the distribution patterns of income tax on income and profits tax between central and local budgets;

 

optimization of the network of public institutions, employment in the public sector, the transition from the content of the budgetary organizations to pay for its services, expanding the range of extra-budgetary sources of funding of traditional public services, including medicine and education;

 

development of regulatory framework for public debt management and debt of local governments and local governments.

 

Coordination of the implementation of this section shall be carried out by Deputy Prime Minister of the Republic of Belarus, who oversees economic development.

 

 

Financial Sector Development

 

 

Goal - building competitive and transparent financial market information aimed at meeting the needs of the economy for investment resources.

 

Objectives:

 

development of all segments of the financial market, including such as insurance, securities market, leasing and non-bank financial institutions, investment and other funds, the growth in banking and insurance services in 3,5 times, the ratio of assets of the insurance sector to 2.2, 5 per cent of GDP in 2015;

 

increase the share of investment, accumulated through the securities market, the total investment in fixed assets to 10 percent.

 

Mechanisms for implementation:

 

introduction of the principles of obligatory quotation and turnover of shares of joint stock companies with state share in the stock market;

 

replacement measures public subsidies right to sell additional shares of public companies on the stock market, with free access to the relevant exchange transactions of foreign participants;

 

placement of corporate securities Belarusian economic entities in overseas stock markets to diversify ways of attracting foreign financial resources;

 

improving the system of taxation of income from securities transactions, providing an enabling environment for the introduction of new financial instruments, including exemption from taxation of share premium of joint stock companies;

 

development of a system of regulation and supervision of the securities market in order to ensure the economic security of its operation, including the introduction of procedures for the passage of the professional securities market participants mandatory annual audit;

 

improving the quality of disclosure by market participants, increasing the availability of this information, improving the way the use of confidential (closed) information, as well as prevention of market manipulation;

 

liberalization of the insurance market in order to create a healthy competitive environment, improving the quality of insurance services, including distribution rights to perform certain types of mandatory insurance organizations of all forms of property, the abolition of restrictions on the ownership interest of a legal entity (including foreign) in the share capital of the insurance organization and conduct of life insurance organizations that are affiliated to foreign investors, the introduction of new types of compulsory insurance, the development of voluntary supplementary pension insurance and encourage participation by employers and workers, expanding the list of types of voluntary insurance premiums that policyholders - legal entities included in the cost at the conclusion of insurance contracts with organizations of all forms of ownership;

 

development of international investment and asset-based refinement of the Civil Code of the Republic of Belarus and other regulations;

 

improving the regulatory framework of microfinance, improving literacy and small businesses in the field of microfinance;

 

development of a comprehensive regulatory framework governing the activities of investment and management companies;

 

implementation of the financial market compensation (guarantee) fund as an important element of protecting the lawful rights and interests of investors.

 

Coordination of the implementation of this section shall be carried out by Deputy Prime Minister of the Republic of Belarus in charge of economy and finance minister.

 

 

 

Monetary and credit policy

 

 

 

The purpose - to pursue the agreed monetary policy aimed at sustainable and balanced social and economic development of the Republic of Belarus, the growth of welfare.

 

Joint work of the Government of the Republic of Belarus and the National Bank will focus on the following major tasks:

 

ensuring the sustainability of the national financial and monetary system, increasing the money supply (emissions), subject to the target parameters of the inflation rate and a given exchange rate band in accordance with the approved by the Head of State of the monetary and credit policy of the Republic of Belarus;

 

increase the stability of the banking system, reducing the share of distressed assets of banks in the assets subject to credit risk to no more than 4 percent;

 

maintaining low inflation and ensuring by 2015 growth in the consumer price index at a level no higher than 5-6 percent.

 

Solving these problems is carried out within its competence by the National Bank, Ministry of Economy, Ministry of Finance, other government agencies in accordance with the Programme of social and economic development of Belarus for the years 2011-2015. The current Five-Year Plan provides for:

 

lowering the interest rates on loans by reducing by the end of 2015 the National Bank refinancing rate to 6-8 percent per annum;

 

preservation of pegged exchange rate of Belarusian ruble to a basket of foreign currencies within the established corridor, a gradual transition to a more flexible exchange rate formation with increasing internal and external balance in the economy;

 

formation of the gold reserves at a level ensuring the economic security of the country - at least 3 months of imports;

 

ensure entry into the top 30 advanced countries on indicators of the international rankings that characterize the development of the banking sector, credit system and the settlement, the effectiveness of monetary policy;

 

improvement of the institutional structure of the banking sector in accordance with the requirements of social and economic development.

 

Coordination of the implementation of this section in the tasks of the Government of the Republic of Belarus is the Prime Minister of the Republic of Belarus.

 

 

Investment policy and foreign direct investment attraction

 

 

Purpose - To create conditions for accelerated domestic and foreign investment in export-and import-substituting production.

 

Objectives:

 

Increasing investment in fixed assets in 2015 1,9-1,97 times by 2010, a radical change in the structure of the investment portfolio in favor of capital goods (machinery, equipment, technology), providing since 2011 the share of foreign sources in the volume of investments Fixed capital is not less than 21 per cent;

implementation of major export and import of investment projects, mainly due to foreign credit lines;

 

attracting foreign investment into the country through a system of diplomatic missions and consular institutions of the Republic of Belarus with the business community of the host countries;

 

Preparation of a draft of the Decree of the President of the Republic of Belarus "On the conclusion and implementation of agreements with the International Investment Guarantee Agency;

 

development of normative legal act providing incentives of managers and officials of the central government, regional executive committees and Minsk city executive committee for foreign direct investments on a net basis.

 

Determine the attraction of foreign investment, ensuring the implementation of effective export and import of investment projects, one of the main criteria for evaluating the work of all members of the Government of the Republic of Belarus, other leaders of national and local governments, other government organizations.

 

General management and control of the investment activity is carried out by the Prime Minister of the Republic of Belarus and his assistants, coordination of the implementation of this section is carried out by the Minister of Economy and Minister of Foreign Affairs.

 

 

Building of an effective national innovation system

 

 

Goal - the creation of knowledge-intensive, resource-economy through the upgrading of existing industries and improve industrial structure of the economy through the development of high-tech industries.

 

Objectives:

 

innovative development of the economy, creating new science intensive, high-tech industries;

 

building an effective national innovation system;

 

increase in domestic expenditures on research and development to 2,5-2,9 per cent of GDP in 2015;

 

bringing the share of innovative products in the total volume of industrial production to 20-21 per cent in 2015;

create the conditions most favorable to innovation, keeping them in the Law of the Republic of Belarus "On state innovation policy and innovation in the Republic of Belarus";

 

Preparation of a draft of the Decree of the President of the Republic of Belarus "On approval of the State programme of innovation development of Belarus for the years 2011-2015". Implementation of the State Programme of Innovative Development of the Republic of Belarus for the years 2011-2015 will bring together all the actions of governments, corporations, regional and Minsk city executive committee to accelerate the innovation development. Over 180 projects to build high-tech productions are planned for implementation;

 

priority development of biotechnology, chemical, information and communication technology, electronic and optical sectors, producing products with high added value and low energy and material, creation of industries based on nanotechnology and hydrogen energy technologies;

 

creation in the country capacity for deep complex processing of mineral, potassium and sodium, chloride materials, production of compound fertilizers;

 

creation of a modern system of legal regulation of innovation sphere, including the drafting of the Law "On Copyright and Related Rights" by the Decree of the President of the Republic of Belarus "On measures to improve the effectiveness of protection and exploitation of intellectual property" and "fostering innovation;

 

creating favorable conditions for reproduction and development potential of scientific and technical sphere, improvement of the budgetary financing of research and development, including the fundamental;

 

commercialization of research and development activities, infrastructure development, technology transfer from science to production, including the establishment of science and technology parks and research centers of the National Academy of Sciences of Belarus, the parks in all regional centers and in Minsk;

 

establishment of mechanisms for protecting intellectual property and securing the rights to dispose of the results of scientific, technical and innovative activities for organizations and individuals who created them;

 

creating conditions for the provision of home support from national and regional bodies for development of innovative entrepreneurship and the creation of concessional lending to small and medium-sized enterprises;

 

creating new design-engineering, design companies and pilot plants and plant science industry, branches of university departments in enterprises, industrial laboratories in universities and academic institutions, joint research and production centers with the formation of an appropriate regulatory framework;

 

encourage exports of high technology products through state support of innovative projects, the target of insurance and export credit, development of leasing high-tech products for export;

 

simplification of procedures and deadlines for registration and patenting of medicines;

 

building of infrastructure and the creation and development of industries in the area of ​​optics and electronics;

The essence of structural policy is to encourage the development of industries with high added value to local resources in the service sector, increased capitalization of commercial organizations, increasing their share of the balance sheets of intangible assets, freeing the creative and entrepreneurial initiative in the establishment and rapid development of new products, technologies and services.

 

The main condition for structural policy - selective support measures for different sectors of the economy, restructuring of enterprises with traditional and low technology, high imports and material production through the sale of assets to private investors, the redistribution of labor, financial and material resources in new and emerging sectors of the economy, improve product quality.

 

Coordinate the establishment of effective quality management system and harmonization with European and international standards in all areas (including the technical regulations of the Customs Union), Chairman of the State Committee for Standardization.

 

 

Industry

 

 

Goal - improving the efficiency of industry, including increased productivity, not less than 70 percent over five years, growth in gross value added of industry by 60 per cent increase in profit margin to 14-15 per cent in 2015.

reduction in the five years of material produced industrial products by 5-7 per cent, primarily by reducing its energy-and import-;

 

modernization of traditional sectors of the economy through radical update to use production equipment, introduction of innovative technologies;

 

creation and development in the republic of new knowledge-intensive sectors of industrial production based on the use of nano-and biotechnology, optical and electronic technologies;

 

development of existing and creation of new competitive export-and import-substituting industries based on processing of local raw materials, with attraction of major international companies.

 

Mechanisms for implementation:

 

creation of large integrated production structures (holding companies, clusters, and financial-industrial groups) that can provide stability and sustainable development of national economy, highly competitive in foreign markets, import-reduction, materials consumption, cost and quality of products;

 

priority to export promotion, import substitution and innovation projects with high added value;

 

transformation and optimization of large associations of industrial organizations in the business entities of the cluster type (holding companies, joint ventures and other industrial and scientific-production association). Supposed to create the following holdings: automotive, mining and road construction equipment, diesel-engine, appliances, cross-sectoral industrial holding company for the production of ground-based urban and suburban Electric, holdings in sugar, fat, alcoholic beverage sub-sectors of food industry;

 

creation in the regions of specialized associations of enterprises of the cluster type, including research centers (universities, research institutes, design offices), focused on deep processing of local raw materials to the production of these export-oriented production (the production of flax and tailoring its products, production raw hides and leather footwear, production of meat and dairy products, construction materials);

the creation of institutes of higher education research centers, including the involvement of the private property-oriented implementation of research and development work on the orders of industrial organizations, with the formation of an appropriate regulatory framework;

 

providing equal conditions for disbursement of funds for innovative public and private organizations, and clarifying the list of organizations - payers to innovation funds through the preparation of normative legal act on amending Decree of the President of the Republic of Belarus No. 596 dated December 7, 2009 "On some questions of formation and use of Innovation Fund (National Register of Legal Acts of the Republic of Belarus, 2009, No. 300, 1 / 11181);

 

granting the employer the right to raise the tariff salary head of the organization to 200 percent depending on the results of financial and economic activities;

 

refinement of key indicators, the achievement of which is a condition of state support, by making the first half of 2011 corresponding changes in Decree of the President of the Republic of Belarus No. 182 dated March 28, 2006 "On improving legal regulation order to provide state support to legal entities and individual entrepreneurs" (National Register of Legal Acts of the Republic of Belarus, 2006, No. 53, 1 / 7392), including for the implementation of the Agreement on common rules to provide industrial subsidies from  December 9, 2010, concluded in the framework of the Common Economic Space of Belarus, the Republic of Kazakhstan and the Russian Federation;

creation of transnational companies on the basis of national enterprises of automobile and agricultural machinery and other industries, assembly and resource production which will be placed in the consumer - to conservation in the Republic of Belarus, the production of the newest most high-tech product samples, as well as the parent company, fulfilling the functions of ownership and control, scientific, consulting and marketing support of transnational companies;

 

establishment of new specialized facilities in the area of ​​precision engineering, microelectronics, photonics and optoelectronics, chemical production, instrumentation, measuring and medical equipment, LED technology, using modern technology and advanced scientific development, with a high proportion of added value;

 

accelerated harmonization of national standards with the technical legislation of the European Union, the implementation of international treaties concluded by the Republic of Belarus in the framework of the Customs Union and Common Economic Space, the transition to a unified technical regulations and standards in terms of integration units;

 

implementation of state scientific and technical programms for the development of priority industrial activities, most important of which are state of scientific and technical programme "Chemical Technology and Production", "Engineering", "Technology and equipment engineering", "Microelectronics", "Energy-2015" "Industrial Biotechnology".

 

Coordination of the implementation of this section shall be carried out by the Minister of Industry, Chairman of the National Academy of Sciences of Belarus, Chairman of the Belarusian State Concern for Oil and Chemistry, Belarusian State Concern for Production and Sale of Light Industry, the Belarusian Production and Trade Concern of Forestry, woodworking, pulp and paper industry .

 

 

Pharmaceutical and biotech industries

 

 

Objective - to ensure health care organizations and the public with quality, affordable and effective medicines, the provision of national economy with modern highly efficient biotechnological products.

 

Tasks of pharmaceutical industry:

 

reduce dependence on imports of the Republic of Belarus of medicines by achieving a share of domestic production in total consumption of the Republic of Belarus for at least 50 per cent in value terms;

 

increase in 2015 exports of pharmaceutical products in at least 3,7-4 times by 2010;

 

increase in 2015 production of pharmaceutical products in at least 3 times by 2010;

 

ensure economic stability and sustainable development of the pharmaceutical industry.

 

Objectives of the biotechnology industry:

 

reduce dependence on imports of the Republic of Belarus biotechnology products;

 

increase in 2015 production of biotechnological products in no less than 4 times by 2010;

 

ensure economic stability and sustainable development of the biotechnology industry.

 

Mechanisms for implementation:

 

approval in the first quarter of 2011 development programme of the Belarusian State Concern for Production and Sales of pharmaceutical and microbiological products for years 2011-2015, with additional measures to attract foreign direct investment, expansion of international Cooperative Development;

 

approval in the first half of 2011 the concept of pharmaceutical and biotech industry in the Republic of Belarus for the years 2011-2015;

 

the creation of holding based organizations, members of the Belarusian State Concern for production and sale of pharmaceutical and microbiological products;

 

creation of a body of government for a unified state policy in the pharmaceutical and biotechnology industry;

 

development and commercial production of at least 230 names of medicines holding significant market share in value terms;

 

establishment of industry research and production center that provides an unified scientific-technical policy of development of domestic pharmaceutical and biotech industries and the complete cycle of pre-clinical studies to accelerate the introduction of new developments into production;

 

training of highly qualified personnel in key specialties in the amount not less than 300 people to ensure regular training of specialists;

 

change in the export product range in terms of promoting the most modern drugs with high added value;

 

optimization of system implement and expand markets for pharmaceutical products;

 

certification by 2014 the existing pharmaceutical production facilities to meet the requirements of GMP;

 

improving the regulatory framework governing the production and sales of pharmaceuticals, including its harmonization with international requirements;

 

development of modern generic and original, especially export-oriented, medicines, substances and medicines, including those based on biotechnology;

Coordination of the implementation of this subsection shall be carried out by Deputy Prime Minister of the Republic of Belarus, who oversees the pharmaceutical and biotechnology industries.

 

 

Fuel and energy complex

 

 

Goal - full of domestic demand of the Republic of Belarus in the primary energy resources under the target rate of economic growth at 162-167 percent of GDP in five years while reducing by 2015 the GDP energy intensity by 29-32 percent by 2010 and achieving the share of local fuels to 30 percent of the gross consumption of energy resources.

 

Objectives:

 

implementation of energy efficiency policy and energy efficiency as possible and cost effective involvement in the energy balance of local fuels, waste energy, renewable energy sources;

 

diversification of supply of oil, natural gas, electricity and coal, reducing the proportion of the dominant energy supplier in the gross consumption of energy resources up to 70-71 per cent by 2015;

 

achieve depth of oil refining at 92 per cent in 2015 and integrated use of hydrocarbons;

 

increase in strategic reserves of natural gas and oil. Provision of containers for storage of stocks of boiler and furnace fuel (gas and fuel oil) will increase by 2015 to 78.9 days;

streamlining of tariffs on intra-carriage of goods by rail in the framework of the Agreement on the regulation of access to rail transport, including the basics of tariff policy;

securing the necessary level of competition for work in the field of trade, infrastructure development, including in rural areas;

 

an effective system of commodity circulation, providing consumers with a wide range of goods and services;

 

increase in retail turnover in 1,7-1,8 times;

 

joint ventures and major trade organizations that use networking technologies, including commercial and industrial holdings, distribution centers.

 

Mechanisms for implementation:

 

increase in the number of shops and catering facilities no less than 3 thousand units, including opening of regional centers, 21 supermarkets, purchasing organizations, consumer cooperatives not less than 250 auto shop to serve the residents of small towns;

 

increase in the republic of security of retail space and 600 square meters per one thousand residents, sometimes in public catering facilities - up to 40 people per 1 thousand inhabitants;

 

improvement of economic mechanisms of the formation of a stabilization fund (stocks) of food commodities in order to ensure continuity of the population in the off-season;

 

the widespread introduction of advanced technology sales with the use of cashless payments, dashed and radio frequency identification, information systems, and promoting the objects of trade and services in rural areas, small and medium urban settlements through support of its lending resources, involvement in this sphere of small and medium business, including on a competitive basis;

 

development of the Belarusian commodity distribution network abroad, creation of a national electronic distribution network, increased participation in international programms of informatization of foreign economic activity;

 

creating a single unified database of products and services, the bank's information system of electronic passports goods that are important for moving goods to foreign markets;

 

development of the logistic system of the Republic of Belarus, formation of infrastructure of logistics services, construction and commissioning of at least 35 logistic centers with an investment of not less than 1,5 billion U.S. dollars;

 

active development of a network of trade, socially-oriented retail facilities (discounters, selling goods with a minimum trade allowances), the discovery of no less than 43 major shopping centers, including multi-trading facilities which provide consumers with a wide range of additional services;

Objectives:

 

Improved utilization of tourist potential of Belarus and accelerate modernization of the tourism industry, which will increase the tourist arrival (on the methodology of the World Tourism Organization) in 1,6 times;

 

promotion of national tours on the world tourism market, the transition to international standards of quality of tourist services, training and service of tourists, creation of new tourist routes, contributing to a positive tourist image of the country, increase the flow of foreign tourists, which will increase exports of tourism services to tourism stakeholders activity in 3,5 times;

Development of mass sports and sports movement

 

 

Purpose - the preservation and strengthening of public health of the republic by means of physical culture and sports, joining the majority of the population to engage in physical culture and sports.

 

Objectives:

 

improving conditions for physical culture and sports, and promoting resource base fitness and sports organizations;

 

accessibility of health and fitness services for all segments of the population and the involvement of physical training and sport in 2011 no less than 17 percent of the population of the republic, and in 2015 - not less than 20 percent;

 

development of the potential of the Belarusian sports, the strengthening of positions in the international sports community and the occurrence of the Republic of Belarus of the 10 strongest athletic nations of the world.

adopt a state programme for development of physical culture and sports for the years 2011-2015;

Purpose - education of youth in the spirit of good citizenship and patriotism, development potential of young people for their self-realization and participation in building strong and prosperous Belarus.

 

Objectives:

 

government support for talented and gifted young people;

 

development of socially significant youth initiatives, increasing numbers of young people taking part in the work of student and volunteer groups, to 82 thousand in 2015;

 

development of children and youth associations, partnerships, these associations with the state, actively involving them in the development and implementation of state youth policy (an increase of the proportion of young people, a part of such entities to 55 per cent in 2015).

Education

 

 

Goal - improving education, creating a flexible system of training, retraining and advanced training in accordance with the needs of innovative economic development of the country.

 

Objectives:

 

development of preschool and general secondary education, increase its accessibility (providing 100 per cent coverage of children age five school readiness, increase enrollment in pre-school to 92 percent in urban areas and 85 percent in rural areas, putting into operation of 135 new kindergartens, optimization of the network of educational institutions, opening of eight high schools, ensuring the construction of 37 new schools);

 

improving the quality of graduate training in educational institutions: in foreign languages - at the level of conversational speech, information technology - at the user level, including working with global Internet resources;

 

improving the training of skilled workers for industries (the provision of training 207 thousand people with vocational education, 256 thousand people with secondary special education, receiving the training at the expense of the programme budget for secondary education 139 thousand people);

 

strengthening the material-technical base of educational institutions;

 

security needs in the labor organizations - customers in the field of information technology;

 

increase in exports of services at 3 times the volume of services exports in 2010;

 

development of higher education (provision of training through the national budget 147.5 thousand specialists with higher education, admission to training at the expense of the programme budget for higher education 163 thousand people), improving by 2014, training in foreign languages in universities in order to allow free possession;

 

organization of training of teachers of general professional and special disciplines in the organizations, including overseas exchange learners, teaching staff of the Republic of Belarus and foreign countries for education, training, improvement of educational work.

 

Mechanisms for implementation:

 

development of normative legal acts in the sphere of education in accordance with the Code of the Republic of Belarus on Education;

 

growth of professional and educational standards of the population by ensuring the availability of educational services, including through the dissemination of distance learning technologies (the number of teachers willing to use information and communication technologies to reach 95 per cent);

 

improving student learning in secondary schools in foreign languages (an increase in the number of hours to learning a foreign language, the division of the class into three groups, with effect from 2012/2013 academic year, the mandatory final exam in a foreign language at the level of general secondary education, organization of training of teachers of foreign language in target language country, incentives specialists with knowledge of foreign languages, development of distance learning of foreign languages, opening of language centers at state educational institutions "Academy of Postgraduate Education, the regional institutes of education for teachers);

 

optimization of the volume, structure and content of training in the field of information technology in accordance with the expressed needs of organizations - the customer specialists, including Hi-Tech Park;

 

transfer of educational resources in electronic form, remote customer service through a global computer network (in 2015, each educational institution and the education authorities will be provided with broadband internet access, a complete replacement of old equipment will be made (in operation for more than 10 years) and equipment of all educational institutions electronic tablet and software);

 

development of material-technical base of children's preschool and educational institutions, including sports equipment, facilities of vocational schools with modern laboratory equipment which allows the preparation of students to work on new technologies;

 

improving the attractiveness and development of the motivation of employees preschools;

 

construction of student dormitories and providing 2015 beds in them up to 100 percent of the needy students;

 

implementation of sectoral development strategy of export of education services for 2010-2014 to ensure progressive rates of export of educational services in 2011-2015, increasing to 2015 the contingent of foreign students to 15 thousand people involved in the export of education services to secondary and vocational educational institutions, the expansion of the export structure by bringing the training of European citizens, access to new markets for services, the creation of a state run institution "National Center for International Cooperation in Education" (without the involvement of additional budget funds);

 

adoption in 2011 of the State programme of higher education development for years of 2011-2015;

 

introduction of quality management systems certification of educational institutions for compliance with international standards ISO 9001 (55 universities, 65 colleges);

 

Development of a system of measures to create a common educational space within the CIS, EurAsEC, the Union State, the accession to the Bologna process;

 

implementation of a five-year sectoral plan for the preparation of candidates and doctors of science.

 

Coordination of the implementation of this subsection shall be carried out by the Minister of Education.

 

 

Development of national culture

 

 

Objective - to ensure preservation of identity and the identity of the people, strengthening national identity and patriotism, to assist in the realization of creative abilities and talents.

 

Objectives:

 

preservation of historical and cultural heritage and restoration of monuments of history and culture of the country, including through the expansion of the State list of historical and cultural values ​​of the Republic of Belarus for 1000 material objects and intangible manifestations of human creativity, as well as implementation of restoration and reconstruction at 50 sites;

 

Availability and range of cultural services for the population with the number of visits to concerts and performances by 20 per cent of museums - at 15 percent, kinovideoseansov - 20 per cent completion of the computerization of museums and libraries to connect them to the Internet and the annual update of the computer park (before 20 per cent);

 

support of national art, domestic producers of film and video art, film development, new projects, competitions, festivals, completion of the reconstruction and retrofitting seven Republican and regional public theaters, the reconstruction of 120 cinemas, the annual production of not less than 10 full-length feature films, 70 - Documentary, 6 - Animated, equipping cinema sound systems "Dolby Stereo" or installing digital cinema (not less than 15 systems and installations in the year);

 

increased use of the Belarusian language in the cultural sphere, the orientation of the cultural organizations to hold festivals, celebrations, concerts and other events in the Belarusian language;

 

strengthen the image of national culture abroad;

 

integration of the Belarusian culture in the world cultural space, opening of four cultural centers of Belarus abroad;

 

creating an enabling environment for the development of public-private partnerships to attract additional extra-budgetary resources in the cultural sphere, including through improving the regulatory framework and creating a competitive environment;

 

strengthening the material-technical base of cultural institutions, including providing them with musical instruments.

 

Mechanisms for implementation:

 

completion in 2012, restoration and rehabilitation works of the palace and park ensemble of the XVI-XVIII centuries in the town of Nesvizh, castle complex in the town of Mir, reconstruction of the National Academic Yanka Kupala Theatre, reconstruction and modernization of the National Film Studio Belarusfilm;

 

completion in 2015 of the new jobs of the Minsk State Art College named after A. K. Glebov, cultural and sports center of the Belarusian State University of Culture and Arts, repair 50 buildings and structures of educational institutions in the sphere of culture;

 

development in 2011 of the State Programme "Castles of Belarus" for 2012-2018 years, providing restoration, preservation and improvement of 38 objects of historical and cultural heritage to their active tourists, including the execution of works involving the national budget for 9 objects;

 

Complete the programme of reconstruction and technical re-equipment of the State Theater of the Republic of Belarus for 2004-2013, approved by the Council of Ministers on May 24, 2004 No. 604 (National Register of Legal Acts of the Republic of Belarus, 2004, No. 89, 5 / 14 313 );

 

expansion of free access to information resources, including the establishment of the National Digital Library, the National Catalogue of the Museum Fund of the Republic of Belarus, the improvement of the typology of the museum network;

 

development in 2012, Concept three-tier system of education in music, fine arts, theater, ballet, variety arts, certification of the 15 institutions of Education, Culture, providing higher and special secondary education;

 

ensuring the implementation of the State Programme "Culture of Belarus" for the years  2011-2015, approved by the Council of Ministers of the Republic of Belarus on December 26, 2010 No. 1905 (National Register of Legal Acts of the Republic of Belarus, 2011, No. 11, 5 / 33091);

 

ensuring the implementation of action plan to promote and expand the scope of the Belarusian Language in society;

 

development and adoption in 2015 of the Code of the Republic of Belarus on the culture in order to systematize the legislation in the sphere of culture.

 

Coordination of the implementation of this section provides the Minister of Culture.

 

 

Export growth, achieving a balance of foreign trade

 

 

Goal - achieving a balance of foreign trade activities, including foreign trade surplus in goods and services in 2015 amounting to U.S. $ 500 million (0,5-0,6 per cent of GDP).

 

Objectives:

 

advanced in relation to GDP growth in exports of goods and services that meet by 2015 the growth rate of exports of goods by 2,2 times, services - 3-fold by 2010;

 

increase the proportion of high-tech products in total exports of goods and services up to 12-14 per cent;

 

increasing the volume of exports of products produced from local resources and raw materials, up to 9,6 billion U.S. dollars by 2015;

 

improving the structure of imports due to the rapid pace of investment growth of imports (3.4 times) with a slowdown in consumer and intermediate imports, including through the implementation of programms of import substitution;

 

formation mechanisms for the reduction of balance of payments financing gaps;

 

creating a favorable business environment and institutional framework for attracting foreign direct investment;

 

economic integration of states - members of the Customs Union and Common Economic Space, including the removal of restrictions on movement of goods, services, capital, technology and manpower and ensuring equal reciprocal access of economic entities on the national public procurement markets;

 

development of new export markets.

 

Mechanisms for implementation:

 

to ensure the accelerated development of exports of goods and services:

 

implementation of the National Programme for the Development of export of Belarus for the years 2011-2015;

 

shortening and simplifying the procedures for obtaining and preferential export credit insurance on the basis of changes in Decree of the President of the Republic of Belarus No. 534 dated August 25, 2006 "On promoting the development of exports of goods (works, services)" (National Register of Legal Acts of the Republic of Belarus, 2006 ., No. 143, 1 / 7870);

 

gradual abolition of term limits return to foreign exchange earnings by export contracts on the basis of changes in Decree of the President of the Republic of Belarus No. 178 dated March 27, 2008 "On order of conducting and controlling foreign trade operations" (National Register of Legal Acts of the Republic of Belarus, 2008, No. 80 1 / 9574);

consideration of the implementation of export functions of the bank created in Belarus, the Development Bank;

creation projects in Belarus with foreign investment of new industrial plants and transport and logistics centers, taking into account opportunities for access to the markets of countries - members of the Customs Union and Common Economic Space;

 

development of efficient distribution networks, warranty and service, information support exporters;

 

development of exports of services in the oil sector (seismic survey, workover and drilling in the Russian Federation, Venezuela and Iran);

 

to rationalize the structure of imports and the creation of high import-substituting industries:

 

providing support and advice to investors on the whole range of issues (including possible financial support) at all stages of the establishment and operation of production;

 

making available to the subordinate organizations differentiated indicators for foreign trade balance in goods and services, taking into account purchases of foreign goods in the domestic market;

 

improved localization and optimization of logistics for the supply of intermediate goods on the basis of monitoring the prices of components, raw materials, purchased both in foreign and domestic markets;

 

Monitoring and system analysis of the effectiveness of foreign trade activities of subordinate organizations, with the procurement of foreign goods in the domestic market;

 

initiation of the adoption of the Customs Union Commission decisions on import duties, meeting the interests of the Republic of Belarus;

 

to promote foreign trade infrastructure:

 

implementing a comprehensive programme of infrastructure development of road checkpoints at the State Border of the Republic of Belarus for the years 2011-2015, approved by the Council of Ministers on February 8, 2011 No. 152 (National Register of Legal Acts of the Republic of Belarus, 2011, No. 21, 5 / 33294);

 

development programme of logistic system of the Republic of Belarus for the period until 2015, approved by the Council of Ministers on August 29, 2008 No. 1249 (National Register of Legal Acts of the Republic of Belarus, 2008, No. 223, 5 / 28285);

 

simplification of customs procedures and the introduction of new advanced technologies of customs administration based on the project "Electronic Customs";

 

to develop new foreign markets, removing barriers to access of Belarusian products and services to world markets, improving the structure of imports, removing restrictions and trade with major countries - trade partners:

 

Accelerating entry of the Republic of Belarus into the World Trade Organization in accordance with the national interests, harmonization and standardization of regulations and standards with the requirements and standards of this organization;

 

removal of tariff and nontariff barriers, trade facilitation in trade between countries - members of the Customs Union and Common Economic Space;

 

implementation of programms to develop technical regulations of the Customs Union and the Eurasian Economic Community approved by the Customs Union Commission and the Interstate Council of Eurasian Economic Community, the adoption and application of technical regulations that establish common technical requirements for products and related processes to ensure the removal of technical barriers to mutual trade;

Maximizing the National Centre for Marketing and Price "by obtaining information assistance to analyze the competitive environment, price positioning, monitoring of prices in foreign markets;

 

development of advertising and information support products, to conduct international trade fairs with the use of modern information technology to create an Internet resource companies with information on the Belarusian goods and services proposed;

 

inform foreign business circles, diplomatic missions of the Republic of Belarus on export and investment opportunities for the Belarusian companies.

 

Coordination of the implementation of this section provides the Minister of Foreign Affairs and Minister of Economy.

 

 

Effective environmental policy

 

 

Goal - sustainable economic development, sustainable use of natural building, increasing complexity and efficiency of exploration for mineral resources as possible to the needs of the economy of the country in mineral resources and increase the export of products made from them, while maintaining favorable to human life environment.

 

Objectives:

 

expansion of its own mineral resources, additional exploration and involvement in the processing of brown coal deposits and oil shale with the use of modern technologies;

 

increase capacity for oil, peat, fresh and mineral underground waters and on this basis the complex development of new industries and sectors of the economy on local resources, low import-and high added value;

 

increase the security level of the population and territory of the Republic of Belarus in emergency situations of natural and man-made, the effectiveness of preventive measures and operational actions to eliminate their consequences;

 

improving the quality of the environment, the implementation capacity of the Republic of Belarus for investment under the Kyoto Protocol to the UN Framework Convention on Climate Change, including emissions trading;

 

bring the coverage of separate collection of household waste up to 100 percent and increased recovery of secondary resources from them, increased use of waste products (except for large) to 85 percent by 2015;

 

reduction of pollutant discharge into water bodies by 20 per cent increase in the volume of recycled water to 92 percent by 2015.

 

Mechanisms for implementation:

 

implementation of integrated environmental permits, created for foreign investors, favorable conditions for economic and other activities aimed at reducing time to obtain permits;

 

introduction of environmental insurance in order to create a backup source to cover the costs of compensation for harm caused to the environment caused by man-made and natural accidents, and minimize the consequences caused by climate change;

 

conduct technical re-organization of Geology, the introduction of new mining technologies and complex processing of mineral potassium and sodium chloride raw brown coal and oil shale;

 

construction and commissioning of new industries:

 

two plants for production and bottling of drinking and mineral water in the Minsk region;

 

enterprise for mining and construction materials (crushed stone plant), based on deposits of building stone Sitnitsa (Luninetsk district) and Zhitkovichi (Zhitkovichi district);

 

ore-dressing enterprise for the production of glass sand in Stolin region based on deposits Gorodnoe and Berezhnoe;

 

cement plant in Vetka district based on deposits of chalk Shirokoe and Podkamenie;

 

plants for the production of silicate products, and lime with the dry method in Malarita district based on deposits of silicate sand and chalk Hotislavskoe;

 

Soda Plant in Mozyr region based on deposits of rock salt (Kustovnitsky salt dome);

 

production for the manufacture of products and materials of the decorative stone on the base of the deposit Quarry of Hope in Lelchitsa district;

 

start of construction of new enterprises:

 

mining and chemical plants based on Tonezhsk, Brinevsk and Zhitkovichy brown coal deposits and Luban (or Turov) deposits of oil shale;

 

mining company based on Lelchitsy deposits of brown coal in Lelchitsa district for energy purposes;

 

mining and chemical plant on the basis of Petrykov (or October) deposit of potassium salts;

 

conclusion and implementation of investment contracts for exploration of Okolovsk and Novoselkovsk iron ore deposits, Brinev gypsum deposits, deposits of rare earth ore Diabazovoe;

 

commissioning of Doppler weather radar at the airport in the cities of Gomel and Vitebsk;

 

development of a system of selective collection, use and disposal of wastes containing in its composition secondary material resources. Construction of regional and large industrial centers of enterprises for processing of solid municipal waste and plants in their sorting and additional sorting;

 

improving the system of valuation of environmental impact, the introduction of environmental risk assessment;

 

reconstruction and economic functions of biosphere pollution and other environmentally destabilized areas;

 

involving different categories of protected areas within the scope of eco-tourism;

 

expansion of international cooperation aimed at preserving transboundary natural systems, as well as migratory species, endangered;

 

Continuing research in the polar regions of Earth, under international Antarctic Treaty (signed by the Republic of Belarus, July 19, 2006), including:

 

development of monitoring systems of the natural environment of polar regions of Earth;

 

receipt of the modern experience of providing long-term polar expeditions;

 

tested in extreme conditions of modern technology, equipment, product samples and materials of domestic producers;

 

a pilot implementation of advanced energy saving technologies and renewable energy;

 

development and strengthening of international cooperation, especially with the Russian Federation in the field of studying the polar regions of Earth, as well as to obtain the status of Consultative Party Antarctic Treaty;

 

development of the Belarusian infrastructure in Antarctica;

 

conducting scientific research, which in future will use mineral and biological resources of Antarctica to the needs of the Republic of Belarus or serve as a basis for allocation of quotas for their prey.

 

Regulatory support. Planned to prepare draft laws and regulations, providing:

 

measures to improve the organization of work for exploration and development of mineral resources in the Republic of Belarus with the approval of the comprehensive development of deposits;

 

introduction to the Code of the Republic of Belarus on the interior changes and additions for the establishment of conditions for attracting foreign investment in geological exploration and mining of traditional and emerging types of minerals, the expansion of exports of geological services, clarification of the competence of local executive and administrative bodies in the use and protection of mineral resources;

 

new edition of the Water Code of the Republic of Belarus provides for the change of approach to rationing of wastewater discharges, introduction of advanced wastewater treatment technologies in the construction of new treatment facilities and reconstruction of existing, ensuring the rational use of drinking water.

 

Coordination of the implementation of this section provides the Minister of Natural Resources and Environment.

 

 

Sustainable development of regions

 

 

Goal - sustainable and dynamic development in all regions of the country, taking into account the specialization of each region in intra division of labor, to overcome regional disparities in levels of social and economic development, ensuring higher levels of welfare, regardless of where they live.

 

Objectives:

 

approximation of the Brest, Grodno and Mogilev regions for the production of gross regional product per capita to the national average;

 

priority placement of new businesses and industries, domestic and foreign investment in localities with high unemployment and low incomes;

 

implementation of at least 25-30 major investment and innovation projects in every region and city of Minsk;

 

development of agricultural production based on established facilities for growing and processing agricultural products, natural and climatic conditions and soil characteristics, the unconditional implementation of development programms in rural areas;

 

development of small and medium-sized settlements, agricultural towns, social and engineering-transport infrastructure in them to allow the unconditional implementation of social standards;

 

balanced development of basic and service industries, stable functioning of organizations that provide comprehensive solution of the problems of regional development;

 

developing effective lines of specialization of regional economies, promoting their competitive advantages in both domestic and foreign markets, including:

 

geographical location, transit facilities, high agro-industrial complex of the Brest region;

 

development of chemical and oil refining complex, engineering, forestry, recreation, tourism, transport and logistic resources of the Vitebsk region;

 

powerful industrial potential, having proven reserves of mineral resources of the Gomel region;

 

development of agriculture and food industry, chemical industry of the Grodno region;

 

advantageous geographic location, high quality land and recreational resources, the developed machine-building production, proven reserves of mineral resources of the Minsk region;

 

location at the intersection of two trans-European communication corridors, a powerful industrial, scientific and educational potential, highly skilled workforce in Minsk.

 

Mechanisms for implementation:

 

improving the interaction of national and local government, transfer of rights, powers and responsibilities from the national to local level;

 

increase in the number of subjects of small entrepreneurship support infrastructure (incubators, technology parks, the basic business support centers), providing comprehensive services;

 

development and implementation at the regional level of economic and social issues to improve the demographic situation as well as regulation of migration flows, taking into account the development priorities of small and medium towns, agricultural towns, satellite cities of Minsk and regional centers;

 

priority development of industries and activities directly related to the processing of local resources, agricultural products, services Agriculture and Forestry (trade, sale and rental of equipment, supply of fertilizers, storage products, construction, land reclamation and other types of service);

 

To build regional technologically integrated production associations (clusters);

 

granting the right of regional executive committees make decisions on the sale, transfer to investors the Republican property objects for investment projects;

implementation of national and regional programms aimed at accelerating the development of competitive advantages of regions, such as the State programme of social and economic development and comprehensive utilization of natural resources Pripyat Polesie for 2010-2015, approved by Decree of the President of the Republic of Belarus No. 161 dated March 29, 2010 (National Register of Legal Acts of the Republic of Belarus, 2010, No. 80, 1 / 11503), the State Development Programme resort Naroch region for the years 2011-2015, approved by Decree of the President of the Republic of Belarus No. 514 dated September 30, 2010 (National Register of Legal Acts of the Republic Belarus, 2010, No. 237, 1 / 12005);

Coordination of the implementation of this section provides the Minister of Economy, chairmen of regional executive committees and Minsk city executive committee.

 

 

Dealing with the consequences of the Chernobyl disaster

 

 

Goal - the transition from restoration of areas to sustainable social and economic development, further reducing the risk of adverse effects of the Chernobyl disaster for the health of the affected population.

 

Objectives:

 

social, medical and radiation protection of population, provision of safe living in areas of radioactive contamination;

 

social and economic development of affected regions to maximize their potential.

 

Solving these problems will be achieved by implementing the State Programme for overcoming the consequences of the Chernobyl accident in 2011-2015 and in 2020, approved by the Council of Ministers of the Republic of Belarus on December 31, 2010 No. 1922 (National Register of Legal Acts of the Republic of Belarus , 2011, No. 10, 5 / 33 118), including:

 

benefits and compensation established by law, the victims of the Chernobyl disaster;

 

improve the system medical monitoring, diagnosis and treatment of affected citizens, ensuring 100-percent clinical examination of this category of citizens;

 

annual increase in the number of minor children receiving spa treatment or rehabilitation;

 

providing free meals in schools located in the affected areas, taking into account the total needs;

 

implementation of protective measures in agriculture to ensure production of products conforming to national and international standards on the content of radionuclides;

 

gasification, roads and water networks in the settlements located in areas of radioactive contamination;

 

housing preferential categories of citizens and professionals who came to work in the territory of radioactive contamination;

 

implementation of special innovative projects aimed at social and economic development of affected areas.

 

Coordination of the implementation of this subsection shall the Minister for Emergency Situations.

 

 

Provision of economic security

 

 

The aim - to achieve the state of the economy, which provides guaranteed protection of national interests of the Republic of Belarus of internal and external threats, in accordance with the Concept of National Security of the Republic of Belarus, approved by Decree of the President of the Republic of Belarus No. 575 dated November 9, 2010 (The National Register of Legal Acts of the Republic of Belarus 2010, No. 276, 1 / 12080).

 

Objectives:

 

in the field of social security compliance in 2011-2015 thresholds on indicators of poverty (percentage of population with incomes below the subsistence minimum in the total population of no more than 10 per cent) and unemployment (unemployment rate of the economically active population of no more than 8 per cent);

 

in the field of innovation and investment security increase in 2015, the share of domestic expenditure on research and development in the GDP to 2,5-2,9 per cent, the share of investment in fixed capital in GDP - up 37.5 percent, the coefficient of renewal of fixed assets - up 7.5 per cent, the share of innovative products in the total volume of industrial production - up to 20-21 per cent;

 

in the field of foreign security leveling the balance of foreign trade in goods and services, the elimination of its deficit in 2014 and yield a positive balance of 0,5-0,6 per cent of GDP in 2015;

 

in the area of financial security to ensure financial stability in all sectors of the economy, including by increasing the profitability of sales, effectiveness of the state budget;

 

energy security would bring its own share of energy in the balance of the boiler and furnace fuel the country to 28-30 per cent in 2015;

 

of food security to ensure the share of imports in total retail turnover of food products at no more than 17 percent in 2015.

 

Mechanisms for implementation:

 

ensure a balanced supply with demand jobs in the labor market, territorial mobility of labor, building human resource capacity to meet the needs of economic development and the demands of employers to the quality of the workforce;

 

development of social standards, the pension system and social support of citizens, non-competitive labor market;

 

expansion of extra-budgetary sources of financing investment and innovation, the use of venture capital and insurance funds, the acceleration of the implementation process in the production of technological innovations on the basis of forming a national innovation system, the formation of scientific and technical products, exports of intellectual property rights, organization and technology parks world-class, able to implement large-scale innovative projects, development of innovation infrastructure, innovation insurance risks;

 

improving the legislative framework of the investment sphere, improving the efficiency of priority investment projects, attraction to the economy of foreign direct investment, institutional development investment agents in the Republic of Belarus;

 

The country and sectoral diversification of foreign trade relations of the Republic of Belarus, expansion of its participation in integration processes, cooperation with international economic organizations, increasing the competitiveness of export-oriented enterprises and increasing their export volumes, improving mechanisms to support domestic producers, reducing the import-production and increase in the share of exports of goods and services with high added value, import substitution, infrastructure development, foreign trade;

 

implementation of macroeconomic measures aimed at reducing inflation, maintaining a stable exchange rate of Belarusian ruble, implementation of a balanced monetary support, creating an efficient tax system, respect for hard budget constraints on the activities of business entities, the provision of payment discipline, elimination of cross subsidies;

 

concept development and implementation based on it an effective management system gross external debt repayment and servicing of foreign debt due to refinancing, to create conditions for reinvestment of income of nonresidents in the economy of Belarus;

 

increasing foreign exchange reserves to a level three imports in order to create a deterrent destructive processes in the foreign exchange market due to excess demand for the currency of its proposal as a result of movements in exchange rates, a rapid increase in the ruble supply and demand shocks in the currency from importers;

 

energy efficiency of the economy, the introduction of modern energy saving technologies, diversification of sources of energy supplies, the implementation of joint projects with various countries on the transportation, processing and production of energy, alternative energy sources with the expansion of local energy sources, increase strategic stocks of imported fuels;

 

improving the efficiency of agriculture and improve the financial situation of organizations, including those based on the transition to the regulation of purchase prices by establishing a baseline of minimum guaranteed prices, the expansion of market forms of price support for agricultural producers, as well as increased agricultural production in order to provide population with food and Industry - raw materials in the quantities needed for sustainable development, increasing exports and reducing the share of imports to a rational level.

 

Coordination of the work on implementation of this section shall be performed by the Prime Minister of the Republic of Belarus.

 

 

CHAPTER 5

CONCLUSION

 

 

The main result of activities of the Government of the Republic of Belarus in the current five-year period shall be fulfillment of the approved by the Head of the State Programme of social and economic development of the Republic of Belarus for the years 2011-2015. Work of all republican bodies of state administration and other state organizations subordinated to the Government of the Republic of Belarus will be directed at attaining this result.

 

In order to ensure macroeconomic stability and sustainable economic growth, the Government of the Republic of Belarus will work closely with the National Assembly of Belarus and the Administration of the President of the Republic of Belarus in the part of the improvement of national legislation, the National Bank - in coordination of social and economic and monetary policy, the State Control Committee - in implementation of the control (supervision) activities, the courts - in effectuation of justice, local executive and administrative bodies - in ensuring the sustainable development of the country.

 

In the course of implementation of this programme it may be amended and supplemented to ensure the achievement of goals and objectives stipulated in it.
