Edict of the President of the Republic of Belarus
No. 66 of January 31, 2002
[Amended as of December 30, 2016]
On Creation of Free Economic Zone “Mogilev”
With a view of attracting the domestic and foreign investments
for the further development of export-oriented productions and ensuring
favorable conditions for structural reconstruction of the national economy and
effective use of the available production capacities, I hereby decree:
1. To create the free economic zone “Mogilev” for the
term until December 31, 2049, of the total area of 2840,6912 ha within the
boundaries according to the Appendix.
2. To establish that:
2.1. The free economic zone “
2.2. financing of the development of the FEZ
"Mogilev", including industrial, engineering, transport and other
infrastructure along with the maintenance of the administrations of the FEZ
“Mogilev” and other expenses stipulated by the legislations for ensuring
functioning of the zone, is carried out at the account of the means of the
republic budget and the development fund of the FEZ “Mogilev”.
The development fund of the FEZ “Mogilev” is formed at
the account of rent payments for land plots located within the boundaries of
the FEZ “Mogilev” and given into lease to its residents, for the property being
in the operative administration of the administration of the FEZ “Mogilev”, and
also at the account of revenues in according with contracts on conditions of
activity in the FEZ “Mogilev”.
Other sources of formation the said fund and
directions for spending of its means are determined by the Council of Ministers

3.1. within 2 months approve the regulations on:
- the Free Economic Zone "
- the administration of the Free Economic Zone "
3.2. within 3 months resolve the issue of transfer of
the property owned by the Republic to the operative administration of the
administration of this zone.
4. To recommend to local Councils of Deputies to
establish the restricted list and reduced rates of taxes, dues, and deductions
for residents of the Free Economic Zone "Mogilev";
5. The local executive and administrative bodies
acting on the territory of the Free Economic Zone "
6. This Edict enters into force from the date of its
official publication.

Boundaries of the Free Economic Zone “Mogilev”
Plot No. 1 having the area of

Plot No. 9 having the area of 92.1412 ha located in
the city of Shklov and the Shklov district of the Mogilev region is bounded in
the north by the lends of the Republican Unitary Enterprise of Motor Roads
"Mogilevavtodor”, in the east – by the lands of the Transport Republican
Unitary Enterprise “Mogilev Branch of the Belarusian Railway” (section of the
railroad Mogilev – Orsha); in the south – by lands of the peasant’s (farmer’s)
household “Diana”, in the west and in the northwest – by the lands of the
peasant’s (farmer’s) household “Diana” and the State forest husbandry
institution "Mogilevski leskhoz”. The land plot being in the use of the
Republican Production Unitary Enterprise "Seventeen” of the Department of
Execution of Punishments of the Ministry of Internal Affairs of the Republic of
Belarus is not included within the boundaries of the plot.
Plot No. 10 having the area of 99.23 ha located in the
city of Mogilev is bounded in the north by the Cheluskincev Street, in the
northeast – by the Shmidta Avenue, in the east and the southeast – by the lands
of the city if Mogilev along the Zavodskaya Street, in the south – by the lands
of Open Joint Stock Company “Mogilev Plant of Artificial Fibre”, in the west –
by the lands of the Transport Republican Unitary Enterprise “Mogilev Branch of
the Belarusian Railway”, the approach roads to the Open Joint Stock Company
“Mogilev Plant of Artificial Fibre” No. 27, in the northwest – by the lands of
the Transport Republican Unitary Enterprise “Mogilev Branch of the Belarusian
Railway”, the approach roads to the Open Joint Stock Company “Mogilev Plant of
Artificial Fibre” No. 25.
Plot No. 11 having the area of 293.32 ha located in
the city of Bobruisk is bounded in the north by the lands of the State forest
husbandry institution “Bobruiski leskhoz”, the Mogilev Republican Unitary
Electroenergetics Enterprise “Mogilevenergo”, in the northeast by the Energetikov
Street, in the southeast – by the Lenina Street, in the south – by the lands of
the Transport Republican Unitary Enterprise “Mogilev Branch of the Belarusian
Railway”, in the southwest and the west – by the Minskaya Street, in the
northwest – by the 5th km of the Minsk motor road.
Plot No. 12 having the area of 248 ha located in the
city of Osipovichi is bounded in the north by the lands of the State forest
husbandry institution “Osipovichski leskhoz”, in the northeast – by the lands
of Customer Garage Cooperatives “Avtolubitel 1” and “Avtolubitel 2”, the Open
Joint Stock Company “Osipovichi Domestic Service Enterprise” up to the 60 Years
of October Street, after the 60 Years of October Street – by the lands of the
Motor Gas-Filling Compressor Station of the city of Osipovichi of the
Osipovichi district of gas mains of the Open Joint Stock Company “Beltransgas”
(along the Proektnaya Street), the State forest husbandry institution
“Osipovichski leskhoz”, in the southeast – by the named territory of the river
of Sinyaya, in the south – by the Ubileinaya Street, in the southwest – by the
territory of private housing and the lands of Osipovichi Affiliated Unitary
Communal Production Enterprise “Raiservis” up to approach railroads of the
Joint Belarus-Britain Enterprise Open Joint Stock Company “Krovlya”.
