Eurasian Union might become functional in 2013

MINSK, 21 November (BelTA) – The Eurasian Union might be set up by late 2013, Belarus President Alexander Lukashenko said in an interview to the Saturday News program with Sergei Brilev of the Russia TV Channel.

In his words, the issue of a more prompt transfer to the Single Economic Space (SES) and the Eurasian Union was discussed with the presidents of Russia and Kazakhstan on 18 November. “Everything necessary (for the SES – BelTA’s note) has been prepared within a year and a half,” Alexander Lukashenko said.

“Today was a very important day, because we started moving towards the union (the Eurasian Union – BelTA’s note). The momentum of this motion will not let us turn the other side. What matters most is that we are moving towards a closer unification and unity,” the head of state said.

Alexander Lukashenko noted that the Eurasian Union will be an alliance of states. “An alliance of sovereign states with supranational bodies. We are going to transfer more than 175 functions to the commission we have just founded,” the Belarusian leader said.

On 18 November the presidents of Belarus, Russia and Kazakhstan signed the Declaration of the Eurasian Economic Integration, in which the parties announced the launch of the next phase of integration - the Single Economic Space (SES). The Declaration declares the determination of the parties to complete, before 1 January 2015, codification of the international treaties constituting the legal framework of the Customs Union and the SES and to establish the Eurasian Economic Union on this basis.

The parties founded the Eurasian Economic Commission to secure the smooth operation and further development of the Customs Union and the Single Economic Space. The Commission will represent the interests of the whole alliance. The relevant agreement was signed by the presidents of the three countries.

The presidents also adopted procedures and regulations of the Eurasian Economic Commission. The document spells out the mechanisms of adopting decisions by the council and the board of the commission, the rules of holding sessions and other procedural matters.
