Belarus for systemizing CIS legal framework

KYIV, 17 February (BelTA) – Belarus has come forward with an initiative to address new issues that need consideration of the advisory committee of chiefs of legal services of the CIS foreign ministries, Andrei Popkov, chief of the main legal department of the Foreign Ministry of Belarus told BelTA while commenting on the results of the meeting of the CIS Advisory Committee in Kyiv on 15-16 February.

According to the head of the Belarusian delegation, it, first of all, pertains to the inventory of the CIS legal framework, monitoring of this base, reviews of depositary practices of international agreements and other cooperation areas within the Commonwealth of Independent States. These Belarusian initiatives were welcomed by other meeting participants.

The advisory committee discussed a range of issues concerning collaboration of legal services of the CIS foreign ministries, including polishing the practices of adopting documents by the CIS charter bodies, i.e. the Council of Heads of State, the Council of Foreign Ministries, and the CIS Economic Council.

The activities of the committee have been synchronized with the work of the CIS group of experts regarding the procedures conducted by the CIS main bodies. The committee initiated new international legal documents to fill in today’s gaps in foreign political and economic cooperation.

The meeting also focused on new approaches to the work of the advisory committee, outlined themes to expand cooperation and systemize the CIS legal framework which now has over 600 multilateral international agreements.

The advisory committee of chiefs of legal services of the Foreign Ministries of the CIS countries was established in accordance with the decision of the CIS Council of Foreign Ministers on 15 September 2004. Members of the advisory committee are directors of the legal services of the Foreign Ministries of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Ukraine. In 2012, Ukraine takes over the chairmanship in the advisory committee.
