Law to allow Belarusians to contact government agencies by electronic means

MINSK, 18 January (BelTA) – A law will allow individuals and corporations to use digital means to contact government agencies in Belarus. The law will come into force on 22 January 2012, BelTA learned from Vadim Ipatov, Director of the National Center for Legislation and Law Studies.

The law focuses on digital applications and petitions that individuals and corporations will be able to submit to government agencies and state-run institutions that will be legally bound to respond to them. Instead of personal signatures digital applications will use an email address of the applicant.

All in all, the law is supposed to encompass all the rights and obligations of citizens regarding the processing of their applications. Punishment for improper handling of applications will be introduced. The procedure for handling all applications is clearly detailed.

The law also specifies what applications do not need an answer. Those are applications that lack any recommendations, demands, appeals, information about violations of laws, drawbacks in the operation of governments or thankful applications.

The new law will not change anything radically. Vadim Ipatov stressed that the authorities should serve their people and the policy is part of the new law.
