Minsk Oblast, Karaganda Oblast aiming for new projects

MINSK, 9 April (BelTA) – Minsk Oblast of Belarus and Karaganda Oblast of Kazakhstan intend to add new projects in various spheres to the agreement on cooperation of the year 1996. The plans were revealed at the meeting of Minsk Oblast Executive Committee Chairman Boris Batura with a delegation of Karaganda Oblast on 9 April, BelTA has learned.

Boris Batura remarked that the existing solid ties between Minsk Oblast and Kazakhstan produce a good economic effect: the mutual trade has increased from $7.6 million in 2001 to $162 million in 2011. Karaganda Oblast accounted for 21.5% in Minsk Oblast’s trade with Kazakhstan in 2011, or as much as $32.1 million. “The regions cooperate well, however, it is necessary to update the agreement on cooperation of 1996 and add new projects to it,” he said.

Karaganda Oblast Governor Baurzhan Abdishev backed the initiative by saying: “Our oblasts have great prospects for cooperation in all areas. The year 1996 agreement should be expanded. The instruction will be given to specialists right away”.

Baurzhan Abdishev was interested in Minsk Oblast’s experience of implementing energy-saving projects, building dairy farms. He remarked that Karaganda Oblast has sufficient raw materials. He also invited Minsk Oblast businessmen to come to Karaganda Oblast in order to implement investment projects. “A Belarusian-Kazakh business forum will take place in Minsk. We will present opportunities for doing business in our region. We have more than 100 instruments to support business,” said the governor.

The Minsk Oblast governor pointed out the need to further step up the trade turnover between regions, particularly food export to Karaganda Oblast, and invited Kazakh businessmen to invest in various spheres in Minsk Oblast. “About 500 investment projects are being implemented here. Minsk Oblast offers a lot of preferences. The number includes the free economic zone Minsk, special preferences for working in small and medium urban communities, and Belarus president decree No. 10 that has enabled effective cooperation of investors with local authorities,” said Boris Batura. “Apart from that, there are serious preferences granted to investors for five years in the construction and operation of premises in the Lake Naroch resort area”.

Boris Batura also underlined that cooperation between the two oblasts should also focus on promoting ties in culture, science, and technology.

Minsk Oblast’s main exports to Karaganda Oblast are trucks, medications, and sugar. The main imports are conveyor belts, rubber transmission belts, and carbon-steel flat-rolled products.
