High-Level Group of Union State Council of Ministers to discuss integration cooperation 24 July

MOSCOW, 24 July (BelTA) - The High-Level Group (HLG) of the Council of Ministers of the Union State of Belarus and Russia will gather for a session in Moscow on 24 July, BelTA learnt from the press service of the Belarusian Embassy in Russia.

The Belarusian delegation will be headed by Chairman of the Board of OAO Development Bank of the Republic of Belarus Sergei Rumas. In line with the decree of the Belarusian President, Sergei Rumas is also the Vice Premier responsible for integration cooperation.

The session will review 12 issues, including the status of implementation of the former decisions of the HLG. Belarus is set to table a number of proposals including on the recycling duty, the subsidizing of Russian manufacturers of agricultural machinery, the abolishment of authorization system in truck haulage and the financing of the construction of the nuclear power plant (NPP) in Belarus.
The agenda of the session also includes the establishment of the Belarusian innovative fund relating to cooperation with the Russian Skolkovo foundation, the signing of an agreement on the use and development of the Russian global navigation satellite system (GLONASS), a discussion about the balances of fuel and energy resources of the Union State for 2013 and the fulfillment of treaty obligations by Yekaterinburg-based OAO Teploenergoservice-EK concerning the shipment of equipment for the Beryoza state district power plant.

Other issues to be discussed are the access of Belarusian builders to the construction of NPPs on the territory of Russia, the property of the Union State and the identification and inventory check of the property of the Union State.

The session participants will review the creation of equal terms for Russian and Belarusian citizens in higher education. They will discuss a complex program on the improvement of the activities of the TV and Radio Broadcasting Organization of the Union State for the period until 2015 and a draft decree of the Supreme State Council of the Union State “Concerning the improvement in remuneration of the officials of the Permanent Committee of the Union State.”

The HLG is also set to discuss the agenda of the forthcoming session of the Union State Council of Ministers. The agenda is expected to include the following items: on the state of formation of a common telecommunication services market in the Union State and the prospects of its further development, on the preparation of proposals concerning the priority areas and objectives of the further development of the Union State for a mid-term period and on the implementation status of the decisions by the Union State bodies relating to the drafting and implementation of promising integration industrial projects within the framework of cooperation between Belarus and Russia.
