Minimum service record for claiming pensions up from 10 to 15 years in Belarus

MINSK (BelTA) – The minimum service record needed to claim old age pensions and retirement pensions in Belarus will increase from 10 to 15 years starting from 1 January 2015. Pensions will be awarded to workers who paid mandatory insurance contributions to the state extra-budgetary social security fund. Decree No. 570 “Concerning the improvement of pension provision system” was signed by Belarusian President Alexander Lukashenko on 8 December, BelTA learned from the press service of the Belarusian head of state.

The new law will not extend to the vulnerable groups of people who cannot achieve a long service record for objective reasons (mothers who have many children, mothers caring for children with disabilities, or persons disabled from childhood). The minimum service record requirement for them will remain unchanged - five years.

Social pensions will be assigned to people who have not achieved minimum service record needed to claim retirement pensions. However, these groups of people will be able to claim such pensions when they turn 65 years (men) and 60 years (women). The existing social pensions regulations will remain in place for the vulnerable groups of people, like children with disabilities, people with disabilities, including persons disabled from childhood, as well as children who lost family providers.

As far as old age pensions are concerned, starting from 1 January 2015 every complete year of work above the service record of 35 years for men and 30 years for women will translate in the increase in pensions by 1% of the average monthly salary, but by not more than 0.7% of the average salary in the country.

Starting from 1 January 2016, pensions awarded to pension-age people will increase by 0.1%, 0.2%, 0.3%, 0.4%, 0.5% of the average monthly salary for each year of service exceeding 40 years up to 45 years for men and exceeding 35 years up to 40 years for women.

The limit of the average monthly salary taken into consideration for assigning pensions for persons having at least 36 years of service record (men) and 31 years of service record (women) will increase five times.
