Draft programs to guide Belarus' social, economic development in 2016-2020 ready by 10 December

MINSK (BelTA) – Coordinated drafts of the government programs meant to secure social and economic development priorities in 2016-2020 will have to be worked out and submitted for consideration of the commission on government programs by 10 December 2015. The instructions are laid down by the prime minister's executive order No. 375, the press service of the Belarus government told BelTA.

The document reads that the government agencies responsible for putting together the draft programs will have to specify targets. These targets are supposed to indicate the accomplishment of goals and tasks in a specific financial year. They also have to reflect the specific government program's influence on reaching social and economic development goals. Evaluating the efficiency of spending the financial resources appropriated for a specific program will be taken care of. The Economy Ministry's guidelines on forming government programs and subprograms will have to be followed.

In accordance with the prime minister's executive order a commission has been set up to look into the drafts to be submitted. The programs are to be defended by 28 December 2015.

The oblast governors, the Minsk mayor, and the heads of central state administration agencies and other state-run organizations accountable to the Belarus government are personally responsible for carrying out the instructions specified by the executive order.

The executive order has been signed for the sake of improving the program and target-based methods for forming and fulfilling government programs and for the sake of making the transition to result-oriented budgeting practices as from 2016.
