Declaration on EAEU development until 2030 and 2045 passed at St Petersburg summit

ST PETERSBURG ( BelTA) – At the St Petersburg summit on 25 December, the leaders the EAEU countries adopted a declaration on the further development of the Eurasian Economic Union until 2030 and for the period until 2045, BelTA has learned.

The heads of state also approved the instruction to chart out a plan to implement the declaration.

“It is important that our countries look beyond today. We clearly understand the integration goals for the foreseeable future. At the initiative of the Russian side, a declaration has been drafted to define development targets for the Eurasian Economic Union until 2030 and the contours of integration until 2045. Specific and clear goals were set in the strict spirit of economic pragmatism: developing a common Eurasian market, providing it with vital goods and resources, expanding cooperation, forming a common transport and logistics space and a common financial market, promoting the EAEU on the international arena more actively,” the president of Belarus said in his speech at the summit.

“The declaration defines the most important directions in which we will move. This is a conceptual thing. Therefore, the participants of the narrow-format meeting took a decision to adopt a roadmap to implement the declaration, i.e. a specific development plan. It will not be easy, but we will pass such a plan,” the Belarusian leader added.

All in all, the parties worked through more than two dozen different issues.

Following the summit, Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich emphasized that the declaration clears up the doubts of some skeptics regarding the EAEU prospects. After all, the adopted document is meant for the period until 2045. This means that projects and programs will be long-running. “This will send a very important positive signal to investors, the banking system, and business in general,” he said.

Speaking about the development of the roadmap to implement the declaration, Mikhail Myasnikovich noted that this would be a very difficult thing to do. In this regard, he asked mass media to provide information support for the efforts to implement the declaration.

The heads of state were also briefed on the main results of the work of the EAEU since 2015, and proposals to address long-standing problems. But the main thing, Mikhail Myasnikovich believes, is that the union has never lost momentum since its establishment, and there have been no fundamental shortcomings. The work to improve the living standards in the EAEU is bearing fruit.

At the summit, the leaders took a decision on the main guidelines of the EAEU macroeconomic policy for 2024–2025. The document lists the priority measures to help the economies of the organization to outperform the economies of other countries in terms of GDP.

The heads of state also discussed the EAEU's main areas of international activities for 2024. The organization will prioritize interaction with the CIS states and other neighboring countries, as well as with observer states of the union. Much attention was paid to efforts to develop a deeper and more consistent dialogue with the SCO, including during Kazakhstan's presidency in this organization. The parties also discussed cooperation with BRICS and other associations.

In this regard, Mikhail Myasnikovich mentioned the proposal of the president of Belarus to hold an EAEU-SCO-BRICS summit in the near future. “This could be a landmark event that will deepen and flesh out our cooperation,” he noted.

The heads of state studied information about the work to remove barriers and reduce exemptions and restrictions in the EAEU internal market.

One of the decisions of the summit concerns the creation of a new legal institution in the field of customs regulation. It envisages the establishment of an e-commerce operator to provide logistics and customs clearance of transactions with goods purchased by individuals online.

A document was signed to approve the Eurasian Economic Union budget for 2024. Budget expenditures were significantly increased over 2023.
On the sidelines of the summit, a free trade agreement was signed between the Eurasian Economic Union and its member states, on the one hand, and the Islamic Republic of Iran, on the other hand. It will significantly increase the competitiveness of goods of the EAEU member states and, due to this, to export to Iran. The document as a whole will contribute to the growth of trade turnover, as well as the intensification of cooperation and investment cooperation.
