What’s on the Supreme State Council agenda? Glazyev previews upcoming meeting

MINSK ( BelTA) – Following a meeting with the Belarusian president, State Secretary of the Union State Sergey Glazyev spoke to journalists about the issues planned for discussion at the upcoming meeting of the Supreme State Council of the Union State, BelTA has learned.

“Nearly all the issues being brought before the Supreme State Council have been agreed upon by our governments. On 2 February, the Council of Ministers of the Union State met, reviewed these issues, and made decisions. The Supreme State Councilwill only need to give political approval and green light these projects,” Sergey Glazyev said.

The state secretary of the Union State cited suburban cross-border railway service as one such issue: “It will connect our border regions. Initially, this involves Smolensk Oblast and Vitebsk Oblast. A project will be implemented: two electric trains will operate daily between Smolensk and Vitebsk, and between Orsha and Smolensk. All benefits that our citizens have under national legislations will be preserved.”

Sergey Glazyev called the guidelines to implementing the Union State Treaty will be the key item on the agenda of the Supreme State Council. “This is our main document, which defines the primary areas of work from 2024 to 2026. Half of the outlined measures have already been completed. In particular, the regulatory framework for the Union State product has already been adopted. If you remember, Aleksandr Lukashenko spoke about this several years ago while visiting the Irkutsk Aviation Plant. This idea was embodied in the methodology for determining the Union State product,” he emphasized.

According to this methodology, a product of the Union State will be considered one in which the Belarusian or Russian component accounts for at least 50 % of its value. “For us, this is an opportunity to provide them [Union State products] with credit expansion mechanisms, to create opportunities for expanding the production of such goods, and to fully saturate our Union State market,” Sergey Glazyev explained.

The state secretary of the Union State called this decision a great opportunity for development and noted that an investment platform of the Union State has been prepared. This platform will make it possible to use all existing development institutions with the support of central banks and governments in order to expand financing for cooperative projects.

“Import substitution projects and science and technology programs of the Union State are being successfully implemented. A progress report was presented at the Council of Ministers. This also concerns programs in the field of auto transport modernization. The electronic component base made domestically is being introduced into automobiles to make them more comfortable and reliable,” Sergey Glazyev said. “This also includes the photonics program, which creates new materials that allow improving the quality of our instruments. The Council of Ministers also approved a new program on the so-called membrane of the Union State. It is about creating a test bench that will determine the penetration of drugs through cell membranes in order to better assess their effectiveness.”

According to him, a report on their implementation will be presented at the Supreme State Council, and a decision will also be made on the avenues of cooperation for 2027–2029. “Here we are laying down the ideas related to the strategy of advanced development of the Union State, relying on the integration of our scientific-technical and production capabilities and creation of all possible macroeconomic conditions for accelerating the development of our common economic space,” Sergey Glazyev added.

Another issue that will be brought up for discussion is the setting up of the Union State Committee for Standardization and Quality. The state secretary noted that the Belarusian leader pays great attention to quality. This is manifested not only in consumer protection and efforts to improve quality of life, but also in protecting the Union State market.

“Proper standards, compliance of products with these standards, proper certification bodies, which must verify product compliance with our technical regulations from the standpoint of safety… This is all the subject matter that this committee will handle, thereby ensuring an increase in the technical level of these standards and creating conditions for protecting our common market from low-quality products,” Sergey Glazyev stated.

The agenda also includes a number of issues that the Supreme State Council regularly considers. They are related to the interaction of the Ministries of Foreign Affairs and the Justice Ministries in implementing the common interests of the two countries on the international stage.
