Finance Ministry: Belarusians become more financially literate

25.03.2026
MINSK ( BelTA) – Financial literacy among Belarusians is improving, said Natalya Novikova deputy head of the insurance supervision directorate, head of the analysis and regulatory support division at the Finance Ministry, BelTA has learned.

“Belarus is a country of financially literate citizens,” she said.

Every year more than 11 million insurance contracts are issued in Belarus, and this number continues to grow. “This shows that both organizations and citizens understand the importance and necessity of insurance protection and use these tools to build an emergency fund and protect themselves from financial losses in unpredictable situations. Knowledge in insurance is an integral part of financial literacy,” Natalya Novikova noted.

Executive director of the Belarusian Association of Insurers Evgenia Shanina said the insurance market is actively supporting the nationwide campaign to improve financial literacy. “Many stakeholders are involved in this process, from insurance companies, including the Belarusian Association of Insurers, to our partners such as the Belarusian Transport Insurance Bureau. A great work is being done. We follow the philosophy of financial simplicity. The insurer’s task is to help citizens understand terminology, determine possible coverage amounts, and clarify exclusions,” she stressed.

At its recent meeting of the association’s committee approved a plan to improve financial literacy in 2026. It features targeted work with different groups of citizens and is divided into four quarters. The first quarter focuses on youth, the second on work collectives, the third on regions, while the fourth involves adjustments based on earlier results.

“We also actively cooperate with the media, post videos and infographics to make information easier to process. In cooperation with the National Bank, we help in developing the unified financial literacy portal. In addition to traditional formats, we are active on social media. The Financial Literacy Week has ended, and we are already receiving reports from insurance companies on the events,” Evgeniya Shanina added.

As BelTA has reported, the Financial Literacy Week for children and youth was held in Belarus on 16–22 March. The campaign is organized worldwide every March. In Belarus, for 13 years the events have been held on the initiative of the National Bank. The topic of 2026 was Digital Finance.
