Expert council at Belarusian Parliament reviews population census bill

BelTA) – The bill to amend the Law of the Republic of Belarus 'On Population Census' was reviewed by the expert council under the Council of the Republic, Belarus’ upper house of parliament, in Minsk on 2 June, BelTA has learned.
The bill provides for a number of innovations. “Thus, the age of respondents will be lowered. It is planned that from the age of 15 one will be able to independently participate in a population census. The bill is expanding the possibility of using information sources. For example, it envisages an option of filling out an electronic form via the internet in order to obtain data quickly and efficiently and to be less of a distraction to one another from our daily affairs. We specifically addressed the need to conduct a big public awareness raising campaign about the ongoing campaign. Fraudsters may take advantage of the census to commit illegal actions against citizens by misleading them. Therefore, we discussed aspects that will allow us to inform people about all the circumstances of this important state event,” Roman Brodov, Chairman of the Standing Commission on Economy, Budget and Finance of the Council of the Republic, told journalists.
The bill provides for a number of other changes to improve the efficiency of collecting primary statistical data and the quality of statistics.
Roman Brodov also noted that the population census plays a huge role in the life of the country, as it is the only source of obtaining primary, reliable, trustworthy data about society. “We obtain a kind of portrait of society. Based on the data obtained from the census, the state can assess the effectiveness of measures taken over many years in healthcare, infrastructure development, housing, and other fields. A census is conducted to understand whether the measures taken have been effective. If the measures prove ineffective, the state will adjust its policy,” he said. The second important aspect of the population census is the opportunity for the state to plan its future steps in the medium and long term.
He explained why the census makes it possible to obtain an objective picture of society. “Why not just look at all the information in official information systems? Real life does not always match the information in databases. For example, people are not required to reside at their registered address. The census allows us to understand where the population is concentrated, what needs they have in each specific location, and to obtain a number of other characteristics, such as education, place of work, nationality, and so on,” Roman Brodov emphasized.
