Belarus introduces mechanism for duty-free imports of aluminum foil, titanium dioxide from China

MINSK ( BelTA) – Belarusian Prime Minister Aleksandr Turchin has signed a Council of Ministers resolution on confirming the intended use of goods, which establishes the conditions for duty-free imports of aluminum foil, titanium dioxide, and graphite electrodes from the People’s Republic of China, BelTA learned from the government’s press service.

The document was developed to implement the terms governing the import of titanium dioxide, aluminum foil and graphite electrodes from China into Belarus.

The resolution establishes the procedure under which authorized bodies will issue confirmation of the intended use of goods imported without payment of anti-dumping duties and within annual quota limits, provided that the materials are used in the production activities of Belarusian enterprises.

To ensure accessibility of the administrative procedure for interested parties regardless of ownership form and location, the Ministry of Industry, the Bellesbumprom Concern, oblast executive committees and the Minsk City Executive Committee have been designated as authorized bodies.

The mechanisms outlined in the resolution are intended to ensure broad access to quotas for various importers, allowing unused volumes to be redistributed efficiently and ensuring maximum utilization of annual quotas within a calendar year. The resolution is also aimed at protecting domestic manufacturers and ensuring a stable supply of essential raw materials for their production needs.
