MP: Work on the bill on veterinary activity already produces a positive effect

MINSK ( BelTA) – Work on the bill on veterinary activity already produces a positive effect. Yelena Parkhimchik, a member of the Agrarian Policy Commission of the House of Representatives of the National Assembly of the Republic of Belarus, made the statement on the air of the Belarusian TV channel STV, BelTA has learned.

The bill on veterinary activity is now being read in the lower chamber of the Belarusian parliament. “Members of the Agrarian Policy Commission are working hard on the document in order to give it the first reading once the autumn session begins in September. We are actively discussing it with representatives of the Belarusian Veterinary Society, representatives of interested ministries and government agencies, and naturally with those, who will use the law in practice. The House of Representatives is exactly the place where all the norms have to be polished in a way as to preserve balance and not to infringe upon interests of law enforcers and consumers of veterinary services,” Yelena Parkhimchik noted.

The state will keep regulating this business, she stressed. “We are now discussing in what forms exactly it will be done. To prevent chaotic provision of services and to make all consumers satisfied with the quality of the services, the introduction of state regulation is simply necessary. It can be implemented as registration, submission to the registry, or some other forms. We are now looking for optimal balance in order not to violate anyone’s interests,” the MP pointed out.

One cannot say that the state pays absolutely no attention to this line of work at present, Yelena Parkhimchik believes. “The law on veterinary activity is already in effect. Veterinary and sanitary rules exist. They stipulate certain requirements both for premises and for the very process of how the services are provided,” she said.

In her opinion, this topic is now actively discussed both among veterinarians and owners of pets. “It is possible that taking into account the plans to introduce new norms, specialists have become more disciplined, they now pay more attention to the conditions they work in and how they receive their patients. This is why the work on the bill already produces a positive effect anyway,” the MP remarked. “Private business owners take an active part in the discussions because it is primarily their interests that are at stake. But in a law-governed state everyone must work in accordance with the legislation. And the development of their business and the quality of services provided to the general public will depend on what norms the bill on veterinary activity codifies in the end.”
