Russia’s parliament ratifies precious metals cooperation agreement with Belarus

BelTA) – The Russian parliament has completed the ratification of the Belarusian-Russian intergovernmental agreement on cooperation in activities involving precious metals, precious stones, and products made from them. The document was approved by the upper chamber – the Federation Council on 17 July, BelTA has learned.
The Russian State Duma ratified the agreement on 7 July. It was signed in Moscow on 19 December 2025. Belarus completed all ratification procedures for the agreement in May 2026.
Presenting the document, Anna Otke, a member of the Federation Council Committee on International Affairs, noted that the agreement aims to establish a common market for precious metals, precious stones, and related products across Belarus and Russia, ensuring their free circulation, as well as to coordinate the development of bilateral cooperation in state oversight and control over the circulation of precious metals, precious stones, and items made from them.
Following ratification, all precious metals, precious stones, and products made from them that are produced in Belarus and Russia will be freely tradable in both countries without additional controls or additional hallmarks. The agreement also establishes uniform technical requirements for purity levels, hallmarking, and the use of materials.
The provisions of the document also envision the development of a shared information space for exchanging data on the movement of jewelry items through the Belarusian and Russian national information systems.
