Bill on licensing submitted to House of Representatives

BelTA) – The Belarusian government has sent a bill “On amending laws on licensing” to the House of Representatives, BelTA learned from the press service of the House of Representatives.
The bill was drafted to improve legislation governing the licensing of certain types of activities, taking into account the practice of its application, and to bring the provisions of the Law “On licensing” into line with other legislative acts.
The bill, in particular, provides for switching to electronic licensing records and automating the collection and provision of licensing data through the state-run Unified Register of Licenses system.
The bill provides for a transition from 1 January 2030 to exclusively electronic interaction between license applicants (licensees, legal entities to which the license has been transferred) and licensing authorities for submitting applications, notifications and instructions related to licensing.
Additional licensing opportunities are envisaged for businesses. These include the right to terminate a granted license by sending a relevant notification, eliminating the need to pay a state fee for this administrative action.
In addition, it is proposed to waive the state fee for making changes to a license regarding the name or location of a legal entity, or changes to the surname, given name, patronymic or place of residence registration of an individual. The bill also proposes expanding pre-licensing and (or) licensing requirements for applicants and licensees engaged in activities in the communications sector, gambling, technical and (or) cryptographic information protection, activities involving the circulation of narcotic drugs, psychotropic substances and their precursors, as well as educational and printing activities.
The Standing Commission on Economic Policy of the House of Representatives has been designated as the lead committee for the bill.
