Military, demographic, food security. What draft laws MPs set to consider

MINSK ( BelTA) – Draft laws on military and demographic security, the protection of labor rights and the digitalization of the economy will be considered by MPs at the next session of the House of Representatives, Chairman of the House of Representatives Igor Sergeyenko said during the first meeting of the fourth session of the House of Representatives of the eighth convocation on 15 September, BelTA has learned.

The chairman of the House of Representatives drew attention to the importance of building the legislative framework for achieving the goals of the Belarus’ social and economic development program for 2026–2030. He noted that for the first time the program enshrines such a priority as strengthening the country’s defense capability and developing the defense sector of the economy.

Military security

Igor Sergeyenko emphasized that the parliamentary corps is closely monitoring and responding to the military and political situation around Belarus. At the third session, draft laws were adopted on military and fire safety, the activities of the State Control Committee, emergencies bodies and units, and the prevention of offences. The next step, according to him, will be the adjustment of the laws on defense, military service and civil protection of the population.

Social focus of the budget

MPs are paying particular attention to the package of budget and tax documents for the next year and their elaboration within interdepartmental working groups. They are linked to the forecast of social and economic development parameters and the main directions of monetary policy.

“It is necessary to ensure that the budget retains its social focus, to use funds rationally, and to take a balanced approach to optimizing tax benefits. A closer look should be taken at budget financing of investment projects in places where there are problems on the labor market, as well as those that contribute to the deep processing of local raw materials and import substitution,” Igor Sergeyenko emphasized.

Development of the agricultural sector

Continuing the theme of the tasks for the session, the speaker noted that the development of the agricultural sector is of major importance in unlocking the potential of the regions. Food security and increasing exports of agro-industrial products are essential components of sovereignty.

According to him, the draft laws concerning animal husbandry, veterinary medicine, land reclamation and fish farming should also be assessed in this light today. They pursue the goal of improving the efficiency of resource use and, consequently, the quality of the final product.

Digital ruble

Igor Sergeyenko identified the digitalization of the economy as a pressing area. According to him, the legal support for the digital ruble is generating keen interest among both professionals and ordinary citizens. “Here, of course, the standing commissions should once again work through in detail the possible risks for the banking system, business and the public,” he said.

Protection of labor rights

At the center of attention of the fourth session is the protection of the working person. The speaker emphasized that the amendments to the Labor Code are not merely another technical adjustment but a serious task, since its provisions affect millions of Belarusians employed in the economy.

“People think in concrete terms: if I work conscientiously, my labor rights must be reliably protected. That is why it is necessary to continue improving support mechanisms, especially if someone falls ill or has problems in the family,” the chairman of the House of Representatives said.

The speaker pointed to another fundamental issue – life and health in the workplace. On the agenda is the introduction of amendments to the law “On Labor Protection”. It is necessary to move from the formal recording of violations or accidents to their prevention, as well as to strict compliance with the requirements of production and technological discipline.

Demographic security

The topic of demographic security is also in the MPs’ field of vision. In particular, a draft Healthcare Code is being prepared for introduction. It is a large-scale legislative act aimed at strengthening the constitutional right of citizens to health protection.

Family policy issues will also not be left without attention. Work lies ahead on the law on benefits for families raising children. Here it is fundamentally important to find a balance between the interests of parents and the capabilities of the budget of the Social Protection Fund, the speaker said.

MPs’ initiatives

The chairman of the House of Representatives noted that the above is only part of the significant draft laws that will be considered in furtherance of the decisions of the Belarusian People’s Congress. The session’s agenda will be constantly supplemented. Right now, the plan for preparing draft legislative acts for the next year, approved by the head of state, is being drawn up. It already reflects MPs’ initiatives on combating corruption, on the participation of citizens in maintaining public order, and on amending the Code on Marriage and the Family.

“This is a direct result of studying law enforcement practice in constituencies, as well as analyzing foreign experience. This area must continue to be developed consistently, acting on the basis of a comprehensive assessment of the proposals received,” Igor Sergeyenko said.

According to him, the fundamental task is to achieve quality and comprehensiveness of legal regulation. The president’s instructions to eliminate the multiplicity of legal acts and ensure the stability of legislation must be carried out without fail.

Justification of proposals

“It is necessary to see the consequences of the decisions taken, to understand how they will work on a national scale, and what people’s reaction to the proposed innovations will be,” Igor Sergeyenko continued. “We must rule out the preparation of irrelevant draft laws, which often stem from narrowly departmental interests. Excessive regulation and unnecessary administrative barriers only unsettle society and can provoke a justified negative response.”

In this connection, he instructed the commissions, first, to take another careful look at the proposals of state bodies included in the draft annual plan with regard to their justification and significance. Second, to continue the practice of public discussion of draft laws in the districts, in the course of off-site meetings and events. This is a reliable tool that identifies weak points and hidden risks in the proposed innovations. All the more so since there is positive experience. This approach has already been implemented in preparing a number of laws.

The function of the House of Representatives to monitor the implementation of the final provisions of adopted laws should be considered in the same context, the speaker said. Today such monitoring is carried out for 25 laws. “The main analytical work here is entrusted to the lead commissions. We will be able to make it more systematic if we persistently promote the package principle. Ideally, the preparation of the necessary subordinate legal acts should become the rule, simultaneously with the draft law,” the chairman of the House of Representatives said.
