Digital procedure for government procurement contracts discussed at conference hosted by Belarus’ PM

BelTA) – The organization of the electronic procurement mechanism in Belarus is the topic of today’s working conference hosted by Prime Minister Aleksandr Turchin, the government’s press service told BelTA.
The relevant work will be presented by the National Export Promotion Center and the Belarusian Universal Commodity Exchange, which act as the main operators of electronic trading platforms.
“How is the government reform, which is aimed at eliminating unjustified intermediation, protecting domestic manufacturers, and maximizing the digitization and unification of rules, being implemented? How is the electronic procurement system organized? Is the system accessible to domestic manufacturers and customers? How does the procurement analytics module work?” the press service listed the matters discussed at the session.
The agenda includes further steps to simplify the current procurement system taking into account the development of new technologies of trade organizations.
“Today we will look into matters of digitization in the sphere of government procurement and procurement using proprietary funds. The topic is multifaceted, but I would like us to answer a number of questions. First, to what extent do our systems allow us to manage all the data and produce meaningful effects both for buyers and for sellers? I will say it again: as far as buyers are concerned, they need to possess complete information about transactions involving similar goods and about their cost. In other words, it is necessary to build dashboards with any information,” Aleksandr Turchin said.
The president has repeatedly asked questions about unjustified intermediation. “This is the second topic: to what extent do all our transparent digital systems allow minimizing the risks of such intermediation?” the prime minister noted.
The next matter is as important: the quality of the goods supplied. “Often people and companies, who have won tenders, supply goods of a quality that does not quite match what is declared in the tender requirements. This is why the State Standardization Committee should be at the forefront and should submit proposals to the government on what kind of assistance is needed. In my understanding, the State Standardization Committee should at the very least determine which batches of goods should be definitely checked for compliance with the declared parameters, especially in the government procurement system,” the Belarusian head of government emphasized.
