MINSK (
BelTA) – A memorandum of cooperation was signed between the Council of the Republic of the National Assembly of the Republic of Belarus and the House of Nationalities of the Assembly of the Union of the Republic of the Union of Myanmar on 21 October, BelTA has learned.
The signing ceremony was the main outcome of an interparliamentary dialogue held at the level of Natalya Kochanova, Chairwoman of the Council of the Republic, and Aung Lin Dwe, Speaker of the House of Nationalities of the Assembly of the Union.
At the meeting, the speaker of the Council of the Republic expressed words of gratitude to President of the Republic of the Union of Myanmar Min Aung Hlaing for his assistance in arranging the parliamentarians’ visit to Belarus. The agreement on this was reached at a meeting between the leadership of the Belarusian parliament and the president of Myanmar in Minsk in August 2026.
“The Republic of the Union of Myanmar is a good friend and reliable partner for Belarus in South-East Asia, that is precisely how we assess our cooperation. The agreements and decisions adopted in recent years are of historic significance for our friendship,” Natalya Kochanova said.
The key year was 2025, when the first official visit of Belarusian President Aleksandr Lukashenko to Myanmar took place, followed by a return visit. Important decisions were taken. In particular, a roadmap for cooperation between the two countries for 2026–2028 was signed.
The chairwoman of the Council of the Republic noted the two countries’ interaction and support for each other on international platforms, including the UN, and pointed to good prospects for cooperation in the Shanghai Cooperation Organization.
The speaker thanked the Myanmar side for supporting the Eurasian Charter of Multipolarity and Diversity in the 21st Century, noting that it is indeed a magnificent idea of Belarus’. “We are grateful to you for supporting and promoting this important initiative,” she said.
At the meeting, the speaker of the Council of the Republic stressed the two countries’ identical approaches in foreign policy, expressed in upholding sovereignty and independence and in non-interference in internal affairs. It was stressed that precisely such a policy should be key in the world today.
The chairwoman of the Council of the Republic noted the important role of the parliamentary dimension, drawing attention to the work of friendship groups on interaction between parliaments. This year marks 30 years since Belarus’ bicameral parliament was established.
“Our activity is multifaceted. It covers practically all areas of life. This is work on laws, work with regions, with people, which is very important. This is work with young people. In general, the whole range of our activities is practically everything that our country lives by,” Natalya Kochanova said. And Belarusian parliamentarians are ready to share their accumulated experience.
The speaker gave separate attention to economic matters. She noted that Belarus is an export-oriented country. “We are leading suppliers of potash fertilizers and agricultural machinery. We have good achievements in food production. Last year food exports reached $10 billion,” Natalya Kochanova said.
The speaker confirmed readiness for cooperation in absolutely all areas defined by the roadmap and currently being worked through by the ministries and agencies of the two countries.
There is enormous potential for cooperation in the economic sector. This concerns not only the supply of food products but also the development of assembly facilities. Natalya Kochanova expressed confidence that the Myanmar parliamentarians’ visits to Belarusian enterprises would allow them to see for themselves the quality of the equipment produced.
The speaker pointed to the importance of regional cooperation, stressing that common ground could be found here too. “Cooperation between regions is one of the important components of interaction between countries. And we have good experience in this,” she said.
In addition, Natalya Kochanova drew attention to advancing cooperation in education, culture and science. She noted the youth sector as an important area of cooperation.
Overall, the chairwoman of the Council of the Republic noted that the current visit of Myanmar parliamentarians is regarded as historic. The last time the speaker of the upper chamber of the Assembly of the Union visited Belarus was 11 years ago. The current visit, in her words, will become a new starting point in the development of cooperation between the two countries.
