More money for social spending in Belarus’ draft budget for 2027

21.10.2026
MINSK ( BelTA) – Belarus’ draft budget for 2027 provides for spending more money on the social sphere, BelTA learned from Chairman of the Budget and Finance Commission of the House of Representatives of the National Assembly of Belarus Vasily Panasyuk.

Vasily Panasyuk said: “The budget has a clear social orientation, with an 11–12 % increase in financing for social sphere facilities specifically. Special attention is paid to raising the wages of public sector workers. Attention is paid with pinpoint precision to raising wages for junior medical personnel and for staff at preschool institutions. Emphasis is also placed on supporting families with many children and families with children. This includes family capital payments, state support for housing construction, and the investment program, which structure includes the construction of social facilities such as hospitals, schools, and kindergartens. Support for research and innovation efforts is being provided. Special attention is also paid to the road fund: more appropriations will be channeled specifically into repairing republican roads next year.”

The revenue side of the state budget will make Br58.9 billion while the expenditure side will total Br60.8 billion. “Thus, the budget has been formed with a deficit. The smaller budget deficit in 2027 compared to the one expected in the outgoing year is primarily due to the fact that the successful performance of the economy guarantees the formation of the corresponding taxable base. The budget for next year was formed in close coordination with the parameters of social and economic development and the country’s monetary policy for next year, taking into account the projected growth of the GDP, fixed-capital investments, real monetary incomes of the population, and the export of services. All these parameters were taken into account as much as possible in the course of working out both the revenue side and the expenditure side of the budget,” the MP noted.

In his words, both the manufacturing sector and agriculture play an important role in the formation of the revenue side of the budget. “We pay special attention to supporting the agribusiness complex, and now from food export we receive roughly the figures that we received from oil refining ten years ago while also ensuring our own food security,” Vasily Panasyuk pointed out. “We are increasing spending on support for agriculture by more than 21 % in targeted appropriations, taking into account the consolidated budgets of the oblasts. We are allocating more for the purchase of mineral fertilizers. In other words, we pay attention to agriculture, and it gives back a hundredfold and contributes to the formation of the revenue side of the budget.”

Vasily Panasyuk noted that, taking inflation into account, the tax rates specified in Belarusian rubles have been updated. The rates for excisable goods have been differentiated, including in accordance with international agreements.

“Despite the fact that the draft budget is pragmatic and conservative and takes into account all the risks and threats to the country’s economy, the individual, their needs, and the protection of their interests come first. The state is in a position to fulfill all the social obligations it has undertaken,” he concluded.

An expanded session of the Budget and Finance Commission of the House of Representatives took place today, during which the bills “On amending the Tax Code of the Republic of Belarus”, “On the republican budget for 2027”, and “On the budget of the state non-budgetary fund of the social protection of the population of the Republic of Belarus for 2027” were read.
