MINSK (
BelTA) – Belarus President Aleksandr Lukashenko signed decree No.392 on 29 October, which expands the authority of the oblast executive committees and the Minsk City Executive Committee for establishing specifics of designing and building facilities of paramount importance for the social and economic development of the regions. The document amends decree No.266 of 2 July 2025, the press service of the head of state told BelTA.
The oblast executive committees and the Minsk City Executive Committee are granted the right to authorize the use of the single-source procurement procedure for purchasing goods (works, services) from state organizations using their own funds as well as state budget funds. They will also be able to authorize the felling of trees and shrubs and the sale of harvested timber and the placement of facilities in the region’s territory with deviations from the approved detailed planning blueprints.
Apart from that, they will have the right to authorize the customer or the developer to obtain technical specifications for the engineering support of the facility independently and to authorize developers to use factory-made modular structures without preparing design documentation.
In accordance with the decree the oblast executive committees and the Minsk City Executive Committee will be able to choose mineral deposits (deposits of sand, gravel) where extraction is allowed for the sake of building facilities while simultaneously processing the paperwork to allocate the land plots.
They will also be able to choose customers, who will develop detailed territory planning projects using their own funds. Only state budget funds could be used for that in the past.
In order to shorten the time it takes the oblast executive committees and the Minsk City Executive Committee to make decisions on defining the specifics of designing and building priority facilities, these decisions no longer have to be reconciled with the Council of Ministers.
These innovations will come into force on 1 January 2027.
