Pertsov: No country can single-handedly solve AI security problems on its own

MINSK ( BelTA) – The explosive development of neural networks multiplies the questions and problems relating to security, responsibility, and ethics. No country will be able to resolve them single-handedly. First Deputy Head of the Belarus President Administration Vladimir Pertsov made the statement during a roundtable session “Working together to take a people-centered approach and develop AI for the positive and for good” held as part of the World Internet Conference summit, BelTA has learned.

Vladimir Pertsov pointed out: “We live in a period of an earthshaking technological revolution. Literally yesterday we saw artificial intelligence as an experiment or even a game. And today its capabilities are transforming into important elements of the new global economy. As much as 95 % of Belarus’ population are active Internet users. Such a high level of digitization helps us successfully integrate AI elements into daily life. As well as into healthcare, agriculture, and the machines, vehicles, and equipment we make.”

In his opinion, various risks and threats scale up wherever there is progress, and the field of AI development is no exception. The first deputy head of the Belarus President Administration stressed: “This is precisely why Belarus actively supported China’s initiative to set up the World Artificial Intelligence Cooperation Organization (WAICO). This year we have become one of its founding states. We consider it an important step in strengthening international cooperation, reducing the digital divide between countries, and ensuring the safe and ethical use of new technologies.”

Vladimir Pertsov noted that the People’s Republic of China is one of the most experienced players in this field. He stated: “You have accumulated vast experience and proved that the development of the digital economy and cybersecurity do not contradict each other. As part of WAICO’s work we advocate the exchange of methodologies, technological solutions, and legal practices among all the organization’s participants. Belarus welcomes the creation of cooperation centers for AI applications, which was initiated by President of the People’s Republic of China Xi Jinping. We will be glad to use them as a platform for sharing the best practices, training professional personnel, and jointly developing standards in the field of artificial intelligence.”

Vladimir Pertsov recalled that in September 2026 the National Academy of Sciences of Belarus and Jilin University signed an agreement on setting up a joint laboratory for artificial intelligence and new conceptual materials and technologies. He shared the plans: “We have high hopes for this cooperation. We are confident that the new laboratory will be able to bring together the intellectual resources of the two countries and will give a powerful impulse to the introduction of innovations into the real sector of the economy.”

Belarus is ready to work together with everyone on creating transparent and fair rules for AI development for the sake of peace, stability, and prosperity of all nations. “Just like China we believe that the human being, their rights, safety, and well-being must always remain in the center of any algorithm. Artificial intelligence is not progress for the sake of progress. A new technology makes sense when it makes a doctor’s diagnosis more precise. When the digital analysis of fields improves the harvest. When it frees us from routine, leaving time and energy for what is truly important: for development, creativity, and scientific exploration. In short, for new accomplishments for the benefit of our common future,” Vladimir Pertsov summarized.
